The 3rd Party Resources and Governance Team at Digital Group is looking for a dedicated professional to lead our efforts in recruiting and governing non-permanent resources. This role involves close collaboration with various stakeholders and suppliers to ensure we have the required capacity and capability in Digital Group to enable the business to deliver against strategic priorities, underpinned by robust resource governance arrangements that are fit for purpose and deliver the best outcomes. Key responsibilities include:

  • Providing practical and professional 3rd party recruitment services to Digital Group.
  • Ensuring compliance with IR35 and Departmental governance for 3rd party resources.
  • Working alongside Finance and Commercial teams to manage operational contract management of strategic suppliers.
  • Supporting DWP Digital in delivering its recruitment strategy.
  • Ensuring suppliers deliver the right capacity and capability to the organisation.
  • Maintaining effective governance of all 3rd party resources across DWP.

As part of the Digital Capability and Spaces Team, you will play a crucial role in supporting DWP Digital's recruitment strategy, ensuring that our suppliers provide the necessary capacity and capability while maintaining effective governance of all 3rd party resources.

The Head of 3rd Party Recruitment and Resource Governance is a significant leadership role within DWP Digital Group and wider Civil Service. You will:

  • Leadership - lead a dedicated team who are passionate about delivering a brilliant recruitment and resource governance service, with the ability to effectively manage our customers and suppliers, ensuring a consistent and high-quality experience at every stage, from a people, systems, process, and compliance perspective.
  • Own the plan and overarching process and operating model for 3rd party recruitment and governance – managing the current activity and proposing new and more effective ways to do things for the future.
  • Manage resource governance and associated processes and approvals to adhere to the business needs, e.g. - through Steering Groups and Departmental Approval Boards.
  • Lead on the 3rd party contract and supplier management, monitoring performance and compliance while also exploring opportunities to enhance the service offer and deliver improvements to DWP.
  • Work closely with a wide range of internal and external stakeholders, including Commercial, HR and Tax, ensuring that the organisation is fully compliant and aware of any new policies, guidelines, or requirements.
  • Track trends and emerging risks and utilising management information to review targets.
  • Providing insight and assurance to senior Stakeholders through formal and informal reporting and briefings.
  • Manage the relationship with Audit and lead the implementation of any recommendations arising from audit and assurance activity.
  • Drive common ways of working and ensure the business understands how to appropriately use external resources including which is the right sourcing route for them, (resources v services) and the tax implications.
  • Liaise with Workforce Planning to build and maintain a current and future view of the organisation’s requirements for external resources.
  • Work with stakeholders to develop and implement commercial strategies that align with organisational goals and priorities that contribute to Digital Group achieving its strategic objectives, ensuring value for money, and supporting sustainable outcomes across complex programmes or services.
