Perth and Kinross Council is delighted to announce that an exciting opportunity has arisen for a Construction Supervisor, Mechanical Services, to join the Energy & Engineering, M&E Capital Projects Team .

The post is a development role where the successful candidates will have the opportunity to undertake a further education qualification in a Mechanical building services related course(HNC/HND) whilst working alongside experienced members of staff on large Capital Projects.

There will also be an expectation that the post holder will work on small to medium sized projects working as part of a multidisciplinary team and using their own initiative.

The role will allow you to contribute towards the development and delivery of larger scale new build and refurbishment Capital projects as part of the ongoing upgrade and improvement of Perth and Kinross Council's property estate portfolio. This will include supervising of externalised projects which will deliver exceptional new facilities such as schools, libraries, leisure centres, and other public buildings.

The role will involve acting as PKC representative throughout all project stages including attendance at design/technical meetings as well as the supervision of PKC technical staff, including Clerk of Works and Professional Trainees during the design, construction and post construction phases.

A key function of the role will be to act as a 'job runner' and/or contract administrator on behalf of the Energy and Engineering team for Capital projects that have been designed by external consultants. This will involve producing, or assisting with the production of, design briefs intended to inform external consultants of their roles and responsibilities on the projects to which they are commissioned and to open up effective and productive dialogue to oversee the pre-design phase of projects ensuring PKC's specifications and requirements are understood and incorporated into any external design information that is produced. Subsequent review and analysis of any information received will be a key part of the role of construction supervisor.

Additionally, the role also involves supervising on-site activities to ensure installations meet the standards and specifications outlined at the design stage. This will require close working relationships with PKC's own internal design team and technical staff such as clerk of works, and with external consultants. A key responsibility of the role will be the requirement to consider future energy savings targets and have the ability to incorporate new and low carbon technologies into any recommendations and potential design proposals providing a cost-effective energy efficient solution fully in line with the Councils current Climate Change agenda.

Skills & Experience Required

We seek individuals who have experience of design, review and supervision relating to the Mechanical services discipline within a Building Services Environment.

There is an expectation that the successful candidates will also undertake further HN academic studies as part of the development role such as an HNC or HND depending on the qualifications on entry

We require candidates to have excellent planning and organisational skills along with the ability to complete and implement surveys, reports and project briefs within target deadlines.

Must be capable of developing innovative solutions and providing technical support to all other areas of the business as required.

The individual will be expected to be involved at all stages across design, pre-construction, construction and post construction and therefore it is essential to demonstrate an outgoing, professional and confident approach.

It is key that the individual is self-motivated, intuitive and confident, with excellent communication skills as a main function of the role will be to act as liaison between on-site project teams and PKC technical and non-technical staff, as well as external consultants and contractors. The ability to work as part of a multidisciplinary team is essential as is the ability to engage effectively with a wide and diverse audience.

Supervisory experience is essential as the role will entail acting as supervisor and point of contact for PKC technical and non-technical staff on projects, this will include but is not limited to Clerk of Works, Technicians, Assistant technicians, and Trainees. It is expected that the individual will be experienced in site operations within both large and small-scale construction projects. A key responsibility of the role will be attending project meetings which may be on site or within PKC premises, therefore, the individual must be able to demonstrate concise and effective communication skills.

Additionally, there may be a requirement on occasion to be involved in resolving design/technical queries or disputes as they may arise within project environments, therefore it is essential that a calm and professional approach can be demonstrated. An ability to demonstrate experience and understanding of the various Mechanical building services systems , to report information concisely, confidently and within deadlines is essential.

Knowledge of Specialist design software and Microsoft Office software such as Word and Excel are also essential. Educated to an appropriate level for the post with a relevant professional membership and post qualification experience.
