Our Client is looking for a forward-thinking and strategic professional to lead innovative, inclusive, and impactful community consultations. You will report to the Interim Engagement and Participation Manager/Strategic Lead for Corporate Community Engagement and be responsible for driving excellence in consultation practices, developing new approaches that place the client at the forefront of community engagement, and ensuring their residents are central to all they do.
This role includes the direct management of one staff member and up to 15 indirectly managed consultancy or contracting staff.
Main Duties:
Consultation delivery
Co-ordinate and deliver consultation activity for directorate specific projects and within the Community Engagement team’s corporate engagement projects
Ensure consultation knowledge is exploited, working closely with the data, evaluation and insight officer and provide intelligence about residents and service users to enable strategic decisions and reporting as part of the Our Greenwich plan
Prepare and share both accessible and detailed reports on consultation outcomes
Design, manage and deliver both face-to-face and online consultations and co-ordinate use of appropriate consultation portal applications (such as Commonplace | Citizen Engagement Platform) to enhance the quality and impact of consultations delivered
Serve as consultations advisor providing support and sector knowledge, promoting best practice to the Council and partners
Ensure fully statutory and legal compliance around consultations practices and delivery
Be a significant agent in the organisation of online and face-to-face consultation events, ensuring they are well managed, participated in and attended, delivered on time and within budget constraints
Liaise with the community engagement officer and when needed support the co-ordination of and attend community meetings, forums and focus groups alongside potential third sector organisations
Support the community in being involved in the development and design of consultations and responding to live consultation opportunities by sharing the necessary skills and tools with them to do so
Support, develop and deploy a range of consultation resources that engage residents and communities on their terms and in ways that they feel comfortable to express their views
Continually review the ways that we involve hard-to-reach groups and provide suggestions for improvements utilising non-traditional forms of consultation
Facilitate and co-ordinate any corporate and borough wide surveying and benchmarking activity
Ensure community organisations, partners and the third sector are all able to participate in consultations and be involved in the co-designing of consultations when appropriate
Consultation development and communications
Lead on the research, development and co-ordination of consultation materials (on and offline) ensuring that the information is clear, provides the right level of detail and avoids the use of jargon
Liaising with as needed with colleagues in the communications team, develop improved consultatory communications across a variety of channels to hear the voices of under-represented groups
Ensure designs for, print, use and delivery of consultation materials suitable for a variety of community and council stakeholders and projects. This may include;
Consultation promotions and publicity
Consultation newsletters
Consultation booklets, leaflets and flyers
Consultation surveys and questionnaires
Consultation exhibition materials
Online consultation information
Translation co-ordination
Consultation outcome public reports
Support and feed into the development of events within the community and the council to maximise consultation points of delivery and grass roots opportunities
Undertake any administration, reporting, monitoring and data management of consultation activity
Monitor the information produced by the data, evaluation and insight officer so that they carry out the necessary steps to produce an accurate data report capturing the consultation findings which are vital to the final decision-making process and plan delivery
Be responsible for ensuring consultation responses are recorded in an accurate and timely manner and are regularly reviewed
Contribute to an annual engagement and consultation forward plan
Attend project, activity and team meetings to ensure all stakeholder needs are considered, during the design and delivery of activities
Adhere to safe working/health and safety practices in a role that carries out of office/lone work
Deputise for the team as needed in their absence and in the postholder’s own service areas
Produce and upkeep a consultations log which registers all consultation activity
Keep up to date with sector changes for continuous improvement in the delivery of this post’s workload
