Summary
Manage and lead the cost-effective delivery of high-quality in-house adult social care provision: - In-house bed-based services supporting intermediate care, recovery and rehabilitation - In-house residential homes for people with learning disabilities - In-house re-ablement and home support - In-house day services Embed and oversee the quality standards and assurance of frontline care practice across provider services so that regulatory, inspection and practice standards are consistently met. Be accountable for regulated care compliance across all in-house services, ensuring readiness for QCQ inspection and internal quality frameworks. Innovative leadership to ensure continuous improvement and transformation to focus on improved outcomes, efficient processes, and demand management. Responsible for developing partnership, community and third sector collaborative. Responsible for embedding cultural change to implement strengths-based practice across provider services. Responsible for workforce development, including planning, training and sufficiency. Ensure workforce planning reflects future service models and supports resilience, retention and succession planning. Provide leadership, management, and the development of specific specialised person-centred service provision Provide expert guidance to the development of service strategies and policies that are reflective of the Councils corporate policies and behaviours. Champion the use of an agreed commissioning discipline. Contribute to line of sight from strategic intent to practical delivery of good social care practice Articulate the impact of social care practice in the experience of adults with social care needs. Support a culture of high expectations in social care practice that is fully embedded and can be articulated clearly at all levels. Support a culture of transparency where challenge and scrutiny are embraced as an opportunity to learn and improve practice. Use data and intelligence to drive performance improvement, support benchmarking and ensure demonstrable impact on outcomes Contribute to a service framework for monitoring achievement of desired impact and a feedback loop to strategy and policy framework. Work in partnership with the Head of Commissioning to ensure in-house services are designed, delivered and continually reviewed to meet current and emerging population needs and commissioning intentions. Work in partnership with public and statutory agencies to support jointly commissioned outcomes. Embeds a culture of safeguarding and positive risk taking. Lead on the redesign of in-house services to optimise outcomes, integrate with health partners and support the strategic shift to prevention and independence. Significantly contribute to a defined work programme with healthcare partners that results in a more integrated and cost-effective set of delivery arrangements. Lead operational readiness and resilience planning, including for winter pressures, surge capacity and business continuity.
