As a Programme Delivery Officer, you'll work on our extensive people offer, focussing on talent and leadership (for both delegated grades and SCS), in support of building modern, representative and mission-focused communication teams.
Working across our people offer will open opportunities for you to work across programme and project management, supporting as secretariat on our Talent Forum and People Board, identifying risks and solutions and working together with our brilliant multi-disciplinary team to ensure a quality service to our members.
You will have core responsibilities related to at least one of the areas above, and will be expected to operate flexibly and collaboratively with the team.
About Government Communications and GCS People and Membership Team
You'll join our collaborative, multidisciplinary People & Membership Team—known for our expertise, supportive culture, and commitment to excellence. We deliver the activities we’re uniquely placed to do as part of the central GCS team, supporting communications professionals in departments and Arm’s Length Bodies across the UK. Our work includes talent programmes, expert advice to senior communications leaders, data-driven insights, and GCS member services.

Responsibilities & Duties
- Programme lead on the end-to-end management and delivery of at least one GCS talent and/or leadership development programme, working with suppliers, cross-government stakeholders and members to ensure quality delivery.
- Supporting provider procurement and development of new interventions, setting out and coordinating inclusive nominations/ selection processes, coordinating programme delivery and leading on evaluation.
- Building good relationships with a range of stakeholders including participants, talent leads in departments, L&D and talent providers, Government People Group (GPG) talent teams, and the Government Recruitment Service (GRS).
- Working with talent leads to support the commissioning and design of new content and courses as required.
- Working with the member strategy and services team to develop appropriate comms and engagement plans, and materials for GCS programmes.
- Using data and insight, evaluating the effectiveness of programmes offered and recommendations to support continuous improvement as needed and highlighting risks.
- Management and secretariat for key boards and committees (e.g. People Board/Talent Forums/Resourcing network).
- Support on the corporate induction programme to ensure new starters in GCS are invited to appropriate sessions and are aware of the GCS offering.
- Maintain awareness of the GCS strategy, trends and best practice to ensure the delivery of effective and required learning and talent programmes.
- Support the introduction of new programmes and initiatives through data and reporting and administrative/project support where needed.
- Play an active role in a flexible team of programme delivery officers to support peak periods across the People team e.g events and programmes where required.
