The Home Office works to build a safe, fair and prosperous UK. We achieve this through our work on counter-terrorism, policing, fire, crime, drugs policy, immigration and passports.

The Public Safety Group’s role is to keep the public safe by cutting crime, disrupting the highest harm criminals, protecting the vulnerable and ensuring that our police, fire and rescue services are as efficient and effective as they can be in delivering front line public services. We work with our partners in other government departments, local government and the voluntary sector to develop and implement policy, provide funding, and deliver legislation.

Britain’s emergency services work 24/7 to serve the public in some of the most dangerous and challenging situations. To help them do their job even better the Emergency Services Mobile Communications Programme (ESMCP) is creating the next generation mobile communications network, called The Emergency Services Network (ESN). This critical communications network will include secure and resilient voice and broadband data services, which will be used by thousands of front-line police officers, paramedics, and firefighters. There are over 100 Emergency Service organisations and over 300 other user organisations who will implement ESN across England, Scotland, and Wales.

ESN will transform how our blue-light services respond to incidents, offering better mobile coverage, leading to faster response times. ESN will allow emergency service professionals to work together more efficiently and effectively when incidents and accidents occur by sharing data across the new digital network. The new network is dynamic and can take advantage of new technology as it develops, making sure that those doing the vital job of protecting the public and saving lives get the best and most modern communications tools available.

ESMCP is a pan-government, cross departmental, programme based within the Home Office. The programme has representation from the Emergency Services at both operational and departmental levels and has close working involvement from the suppliers of ESN technology.

You'll craft compelling stories, lead internal campaigns, and work directly with programme areas and senior leaders to land complex technical change. You'll be at the heart of keeping our people informed, inspired, and engaged as we deliver this exciting programme that will deliver cutting edge technology which will directly impact people’s lives.

Your skill in creating audience-focused content across multiple channels will help drive understanding and engagement at all levels. You'll play a key role in communicating our values and ways of working, helping create an environment where people can bring their whole selves to work and thrive.

You'll be strategic, creative, and self-motivated, with the confidence to work autonomously while maintaining exceptional editorial standards throughout.

Key Responsibilities

Responsibilities will include (but not be limited to):

• Crafting audience focused content that drives understanding of programme priorities and builds engagement.
• Upholding exceptional editorial standards across all programme communications, ensuring clarity and impact.
• Developing and implementing internal communications campaigns that land key messages and support programme milestones.
• Delivering multi-channel content across digital platforms, making complex information accessible and
engaging.
• Being a trusted partner to areas of the programme including senior leaders and advise on the best internal communications approach.
• Planning and delivering all staff events that strengthen culture and drive collaboration.
• Transforming technical concepts into compelling narratives that resonate with diverse audiences.
• Implementing evaluation frameworks to measure impact and continuously improve communications
effectiveness.

Working Pattern

Due to the business requirements of this role, it is only available on a full-time basis. However, compressed hours are available.

Travel

Infrequent travel to events or meetings will be required, for which notice will provided. This will be within the UK only.
