Shape the future of transport in Greater Manchester. We’re looking for a commercially-minded professional to lead the delivery of high-impact infrastructure projects. In this strategic role, you’ll work across a diverse portfoliofrom Metrolink to walking and cycling initiativesdriving value, innovation, and continuous improvement. Your Role

As a Commercial Lead, you’ll lead on all commercial matters related to the delivery of TfGM’s capital programme. You’ll work across a diverse portfolio of projects, including transport interchanges, rail stations, highways, and active travel schemes.

You’ll:

  • Manage commercial delivery from inception to completion
  • Build strong, trust-based relationships with contractors, consultants, and internal stakeholders
  • Lead a team of internal and external commercial professionals
  • Oversee cost control, risk management, and commercial reporting
  • Ensure compliance with industry standards and contract frameworks (e.g. NEC)


Who are we?

Transport for Greater Manchester has many priorities across projects delivery. As well as our more traditional transport construction projects and programmes, such as Metrolink, transport interchanges, rail stations, highways and bus priority, we are now delivering a range of emerging priorities from easing congestion, addressing air quality and encouraging more people to cycle and walk. In this role you will be responsible for managing a team of both internal and external resources, controlling and reporting all costs and liabilities associated with various modal capital programmes as well as supporting a number of other non-infrastructure related capital and revenue funded projects across TfGM’s wide-ranging portfolio.

  • Experienced in commercial and contract management across complex infrastructure projects
  • Skilled in negotiation, stakeholder engagement, and commercial reporting
  • Knowledgeable about construction contracts (especially NEC) and service-based agreements
  • A collaborative leader who thrives in a dynamic, multi-stakeholder environment
  • Passionate about delivering public value and continuous improvement

  • A salary of £70,906 - £79,805 per annum depending on skills and experience
