A Basic DBS is required for this role.



The role:

We’re looking for a strategic and results-driven leader to head up the administration, collection, and enforcement of debts owed to the Council including Council Tax and National Non-Domestic Rates (NNDR). You’ll play a pivotal role in ensuring revenues are maximised, leading the in-house Council Tax collection team and managing the outsourced NNDR contract with Capita.



Key responsibilities:

Support the Head of Service in driving continuous development, improvement, and efficiency across the Revenue and Debt team
Provide strategic direction and effective leadership across departmental functions
Oversee operational delivery of Revenue and Debt services, including customer service (face-to-face, telephone, and online), billing, collection, recovery, and enforcement
Ensure policies, procedures, and service quality meet the diverse needs of residents and are customer-focused
Manage budgets, planning, governance, and service performance across relevant functions
Oversee and manage outsourced services such as civil enforcement, printing, and legal services



What the client is looking for:

Diploma-level qualification or equivalent, or relevant experience
Detailed knowledge of Council Tax, Business Rates, and enforcement regulations
Strong understanding of customer service principles
Proven management experience in large, complex organisations
Track record of delivering customer-focused services under pressure
Skilled in resourcing services to meet standards within budget
Experienced in staff management and driving performance improvements
Experience of participating in project and change programmes
Strong leadership in people, process, performance, and budget management
Excellent communication, negotiation, and influencing abilities
Ability to build effective relationships with internal and external stakeholders
Experienced in leading change and engaging teams
Ability to effectively manage contracts to secure the best outcome
