The GovPass Programme within the GPA is modernising Access Control Systems across HMG. Delivering a new UK government standard for card encryption improving building security and enabling greater interoperability through its innovative technology.

GovPass is operating across the UK in HMG Estate and in some of the most iconic buildings and departments, with an aim to expand this further over the coming years.

The GovPass Senior Delivery Manager (Site Delivery) is a critical role in the operation of the GovPass Programme across the HMG Estate. As the Senior Delivery Manager you will be responsible for the overall delivery of GovPass to buildings and hubs within the GPA and across the HMG Estate. You will provide leadership and direction across the delivery team, working closely with the wider team to ensure the technical integration of GovPass along with the business change, communications and training required. A main focus of the role will be to design and implement a repeatable delivery framework that meets the needs of HMG. You will also be directly responsible for the stakeholder management and selecting the sites for future years that support the GPA strategy and business plan. The Senior Delivery Manager (site Delivery) also forms part of the GovPass leadership team which is responsible for setting the wider GovPass strategy.

You will have:

  • Strong leadership skills and stakeholder skills.
  • Outstanding planning skills, able to create and successfully manage complex delivery plans for diverse stakeholders on a national scale.
  • An exceptional ability to build and maintain delivery momentum including identifying issues with workflow and team dynamics.
  • An eye for simplification and standardisation across a complex service.

The person will be responsible for managing a delivery team of project managers and user research and business change specialists.

Key Responsibilities:

  • Managing and leading a team: providing leadership and direction to a team of project managers, user research and business change professionals in support of delivering the GovPass Strategy.
  • Process development and management: ability to identify, challenge and refine complex processes to ensure simple, impactful solutions are defined and implemented.
  • Planning and Delivery: plan and deliver the GovPass implementations across both the GPA and wider HMG, owning the stakeholder engagement across departments and the supply chain.
  • Career management and development: responsible for the continuous professional development of the team and individual career management including annual reporting.
  • Financial and commercial management: negotiate, influence or set budgets / business cases. Responsibility for complex supplier management and ensuring value for money.
  • Member of the GovPass Leadership Team: support the development of the wider GovPass strategy across HM, shaping the investment, defining the delivery roadmap and the overall GovPass Service.
