APHA aims to strengthen its data foundations so its data assets can be exploited to their maximum. This includes adhering to the Quality, Findable, Accessible, Interoperable and Reusable (QFAIR) principles across the organisation. These principles mandate data that is fit for purpose, findable, accessible, interoperable, and reusable. Implementing these principles will enable enhanced visibility and efficient utilisation of data needed for driving digital transformation and meeting operational and analytical requirements.
As a Data & Information Capability Lead you will play a crucial role in upskilling the organisation to improve data literacy and modernise the use of data assets. Within this role you will also focus on ensuring there is a clear career learning pathway for all data professionals within APHA, through collaborating effectively with the Defra Data profession and Government Digital and Data Profession Capability (DDaT) framework. This is a varied and interesting role that would suit someone who is passionate about supporting others to gain and enhance their data knowledge and skills.
The role involves a wide range of work including, but not limited to, the following:
Strategy and Planning
- Strengthen data and information capability across within the Data and Information Unit, working with senior leaders in APHA.
- Lead the government data maturity assessment process and use results to build and implement a capability roadmap.
- Contribute to the agency’s strategic and project plans, ensuring alignment with APHA ambitions, policy, and performance targets.
- Drive continuous improvement, efficiency, and value for money across all data activities.
Leadership and Managing Change
- Promote a strong culture of data literacy and the value of data as an asset.
- Identify new developments, capability gaps, trends, and training needs, and oversee appropriate learning solutions.
- Establish governance and accountability frameworks to promote staff self-development and progression.
- Provide passionate, transparent, and accountable leadership, promoting new ways of working and embracing innovation.
- Promote diversity, inclusion, and equality across all activities, respecting difference, and external experience.
Resource and Performance Management
- Ensure consistent application of APHA people policies and safe working practices.
- Implement effective governance and project management arrangements, setting clear success metrics.
- Promote safe working practices and support others to understand and uphold their health, safety, and wellbeing responsibilities.
- Anticipate and manage risk, developing robust mitigation plans.
- Oversee the positive induction experiences for all new data professionals, ensuring they have the tools to succeed.
Stakeholder Engagement / Management
- Build collaborative relationships across APHA, Defra, and other organisations.
- Shape customer and stakeholder expectations and influence behaviour to support shared objectives.
- Share best practice and learning with data governance leads across other Government departments via established networks.
- Raise APHAs managerial awareness of data’s role in improving service quality and performance.
- Work with Defra’s Data Profession and DDaT to enhance data career pathways and learning offers across APHA.
- Coordinate closely with the People function to align capability initiatives with wider talent strategies, including specialist pay considerations.
- Deliver engaging, multi-format learning programmes to support continuous development across the profession.
