Summary

To advise the Building Services Manager on building service issues affecting the planning and implementation of the Trust-Wide Estates strategy. To prepare and develop annual programmes for building services maintenance and capital projects. Investigate market trends for procurement and building services management and implement work practice/policies. Ensure continuous supply of plant and utilities to essential LAS Services, in consultation with IM&T managers. Develop, maintain and supervise Engineering Standards and Corporate Maintenance Policies. Develop and maintain Estates asset register database. Produce orders for minor Estates maintenance. To project manage all Estates major engineering projects, liaising with all consultants, preparing briefs and monitoring budgets. Develop/compile Business Cases in conjunction with operational managers, incorporating operational data/statistics. Monitor total engineering of the Estate to ensure compliance with Health and Safety requirements. Develop and maintain protocols of good engineering practice and professional expertise for the Head of Estates & Facilities, Managers and Officers. To develop/monitor Quality Assurance and Benchmark Standards to ensure commitment to the pursuit of value for money. To supervise and monitor all contractors in relation to maintenance of building services within the estate. To provide technical and professional support to Managers and Officers and Estates Service Desk/Admin in relation to building services maintenance. To supervise engineering works and ensure good working practice and a high level of professional competence. Travel to and undertake inspections of plant, equipment and services in confined/noisy and dirty spaces, i.e. boiler rooms, tanks rooms (historically this has been 2-3 days per week subject to work activities). To use specialist engineering equipment to check power, light, noise, gas and emissions, such as power multi-meter, lux meter, decibel sound level meter, manometer and emissions analyser. Develop/maintain/supervise and implement Estates building services policy such as security, fire safety and environmental issues. Prepare and update written policies and procedures for all engineering services. Prepare operational and service briefs, specifications, contract documents, drawing plans schematics etc., in terms of projects for the Trusts programmes. To develop and maintain protocols of good practice and professional expertise. Ensure commitment and demonstrate value for money. To monitor changes in Legislation and NHS guidance (HTMs) relating to building service engineering. To supervise and monitor engineering maintenance (Revenue) and minor capital budgets. Participate in the Out Of Hours rota, receiving emergency calls and if necessary attending sites outside of working hours. Ensure compliance with Health and Safety requirements.
