Summary
The Cabinet Office & HM Treasury (COHMT) Commercial team has a vision to be a top performing commercial function in government, setting best practices for others to follow. The team works in partnership with all areas of the business, providing a commercial service that covers planning, commercial strategy, sourcing and contract management on circa £1bn of third party spend.
The Grade 7 Programme Manager will play a pivotal role in the development and implementation of a New Ministerial Aviation Solution. This position entails overseeing the design and execution of the programme, ensuring alignment with strategic objectives and government policy. Key responsibilities include working closely with the charter market to identify and implement effective aviation solutions, formulating a robust Spending Review bid, and leading change management initiatives to facilitate a seamless transition to the new solution.
The successful candidate will operate with a high degree of autonomy within a collaborative environment that champions diverse thinking and individual expertise in the aviation sector. Programme Support: Support the Head of Ministerial Air Travel in the development and execution of the New Ministerial Aviation Solution, ensuring alignment with government policies and aviation sector standards.Strategic Contribution: Contribute to the creation of strategic plans for the programme, supporting the formulation of a comprehensive Spending Review bid that addresses funding requirements and operational objectives.Stakeholder Liaison: Collaborate with key stakeholders, including government departments, aviation authorities, and industry representatives, to gather insights, build consensus, and ensure effective communication throughout the project lifecycle.Regulatory Compliance: Support adherence to all relevant aviation regulations and safety standards, including compliance with the Civil Aviation Authority (CAA) and European Union Aviation Safety Agency (EASA) requirements.Risk Assessment: Assist in identifying, assessing, and managing risks associated with the programme, providing input into mitigation strategies to address potential challenges specific to the aviation sector.Change Management: Facilitate change management initiatives, supporting teams through transitions and ensuring smooth implementation of new processes, technologies, and practices within the aviation domain.Performance Tracking: Help establish key performance indicators (KPIs) to monitor progress and impact, regularly reviewing programme performance and providing feedback to the Head of Ministerial Air Travel.Financial Support: Assist in managing the programme budget effectively, monitoring expenses and resource allocation to ensure financial accountability and sustainability.Team Collaboration: Foster a collaborative team environment, contributing to the development of team members’ skills and expertise in aviation-related project management.Continuous Improvement: Promote innovation and continuous improvement within the programme, exploring best practices in aviation management and integrating new ideas and technologies to enhance service delivery.This role will provide valuable support to the Head of Ministerial Air Travel and require a sound understanding of the aviation landscape, with an ability to navigate complex governmental and industry dynamics.
