Summary

Shadow Football Regulator

We lead the Government's work on the future governance of football. At present, the Shadow Football Regulator comprises over thirty members of staff, led by an interim Chief Operating Officer, undertaking a range of activities in preparation for passage of the Football Governance Bill, which is currently in Parliament.

The Shadow Football Regulator is a dedicated team within DCMS which is responsible for setting up the Independent Football Regulator. It is ensuring the regulator has the right skills, governance and corporate functions so it can start work as soon as possible after the Bill receives Royal Assent.

This post, and its recruitment, is dependent on progress of the Bill, and the intention is for this role to transfer to the Regulator once it's legally established.

Please note that the Independent Football Regulator will be based in Greater Manchester but an exact location has yet to be determined.

Responsibilities include:

  • Bridging the gap between the operational needs of the Independent Football Regulator and the technical capabilities of the its digital products and services.
  • Conducting user research and the documentation of user requirements, ensuring alignment with organisational, regulatory and stakeholder objectives.
  • Leading on requirements gathering workshops and associated stakeholder engagement activities.
  • Collaborating within a technical delivery team, translating business requirements into problem statements, user stories, features and epics, including developing functional and non functional technical specifications.
  • Assisting testing and the implementation of digital products and services, defining acceptance criteria to ensure requirements are met, resulting in the delivery of quality solutions that provide business value.
  • Supporting the development and definition of operational business processes, through process mapping and system modelling.
  • Contributing to the continuous improvement of digital products and services, identifying opportunities to drive benefits, increasing efficiencies and quality.
  • Supporting the Product Manager with the prioritisation of digital deliverables.
  • Working with the Product Manager and commercial counterparts to support the development of business cases and technical specifications, required for the procurement of products and services.
  • Educating and supporting the wider organisation to understand the importance of the role of digital, data and technology, including the relevance and dependencies to their specific work areas.
