Summary

What is the New Media Unit?

The New Media Unit (NMU) is part of the Government Communication Service (GCS) and sits within the Cabinet Office. The NMU was established in November 2024 with the clear goal to reach, connect and rebuild trust with audiences in the most effective way possible. Our aim is to provide the public with relevant, useful and authentic content when and where they want to receive it and communicate in an entirely new way.

The government has signalled a clear intention to focus on ambitious, measurable, long-term objectives that deliver better outcomes for citizens. This requires a new way of doing government which is more joined-up and better reaches the public to build awareness, understanding and trust in the government’s missions. The New Media Unit is a critical lever in achieving these long-term aims, bringing together the specialist skills required to reach citizens with content they want to consume at a time and place they want to consume it.

The team is evolving, and works in an agile way proactively delivering on missions-based campaigns and responding to nation-wide communications. We need people who think differently and who can respond quickly to the ever-changing media landscape. At its core this team is focused on flexibility and collaboration across the three pillars (Strategy, Campaign and Creative), working closely with the GCS Strategy & Campaigns and Applied Data & Insight teams, alongside No 10 and departmental communication teams across government.

Job Description Overview
The New Media Unit is a brand new communications team at the heart of government, integrating strategy, media, insight and evaluation and creative roles into one, in-house team with a focus on rebuilding trust in government. The NMU is a high profile team, delivering priority work for those at the
highest levels of government and offers a very exciting opportunity to work closely with No10 colleagues.
It works hand-in-hand with No10 and the Prime Minister’s office in order to deliver cross-government priority campaigns and initiatives in order to better reach citizens where they are, with content and creative they want to engage with, in the channels where they are most active.
It represents a significant step-change in the way the government communicates with citizens - more audience-led, more digital and more relevant to the way the public now gets their news and consumes
their content.
The Head of Content & Production is a critical role in the New Media Unit, responsible for creative content development and strategy under the direction of the Head of Creative and managing the delivery of all of our public-facing creative: campaigns under the government’s priority missions and organic
content for the gov.uk TikTok channel. You will also play a key role in delivering the cross-government digital transformation strategy.
You need to show you have excellent content development and production management skills to lead the delivery of outstanding social-first creative which better connects citizens with the work of government.
You will have an expert level knowledge of creative and production processes and technical expertise across both campaign and organic content delivery, and are able to demonstrate you have delivered high
profile production processes on-time and on-budget. You will be able to demonstrate your in-depth knowledge about digital trends, platforms, tools and technologies.
You will have proven experience of working with Marketing, Strategy and insight and evaluation teams at a senior level to ensure successful cross team collaboration in delivering content to brief and meeting
business objectives.
You will be able to manage a team to deliver work which meets the high expectations of our stakeholders and you will be proven effective at engaging with senior stakeholders within and outside government, able to influence, anticipate and exceed their expectations.

Responsibilities & Duties

The Head of Content & Production will manage an integrated, in-house team of content producers, videographers and designers to seamlessly manage complex and time-critical creative and production
processes to deliver outstanding content which connects with citizens.

You will be responsible for:
- Working into the Head of Creative to develop the creative strategy for NMU overseeing it’s implementation.
- Leading creative content development to bring the creative strategy to life.
- Leading the development and implementation of a robust, collaborative and proven process for digital creative production delivery to ensure the highest quality and standards across all content.
- Ensuring all projects are completed on-time and within budget.
- Establishing and maintaining space for creative innovation and a test and learn (no mistakes) culture across the Content and Production teams.
- Partnering with Marketing, Strategy, and Audience senior leadership to ensure strategic delivery of content to brief as well as the development and implementation of evaluation processes and learnings.
- Initiating and ensuring the refining of robust processes for creative and production quality assurance.
- Working into the Head of the New Media Unit, leading the delivery of the cross-government digital transformation strategy.
- Building strong relationships with stakeholders across government, external creative & production agencies and with senior stakeholders at No10.
- Managing resource allocation, budgets and procurement processes for creative and production activities.
- Inspiring a team of production, design and videography specialists
- Onboarding and supporting a new team through a period of change as NMU transitions into a permanent structure.
