Summary

Can you help lead a team that will identify IT expertise in the digital sector?

Would you like to help us bring in that IT expertise so that the Department can improve its public services?

We are looking for a Digital Capability Manager who can identify IT specialists who will bring in-depth knowledge and experience in specific areas, such as technology, data analysis, or project management, that can be crucial for tackling complex public sector issues.

This role will sit within Digital’s Capability and Spaces Team with focus on enabling our Strategic Resourcing Strategy, to recruit contingent labour to meet our capacity and capability demand which will enable the delivery of Digital’s commitments to the Department.

The role is to lead the Delivery Team for Digital 3rd Party Recruitment, delivering an excellent service through working closely with suppliers and leading on elements of Operational Contract Management for the Department’s strategic contract. There are two key elements of this role:

  • leading the team responsible for the recruitment of contingent labour for Digital enabling our strategic resourcing model.
  • supporting the Operational Contract Management of the Public Sector Resourcing (PSR) contract for the Department.

Your key responsibilities will also include:

  • leading the team who provide a managed service to Digital that recruits contingent labour to enable Digital to meet its capacity and capability demands in line with departmental and wider government governance. This requires working closely with numerous customers, stakeholders and a single supplier.
  • supporting the Operational Contract Management activities for the departmental strategic contract, working closely with commercial colleagues and users of the contract from across the Department. You will provide support and act as a subject matter expert to ensure suppliers are meeting operational expectations of the contract.
  • lead on the implementation of new service offerings in line with the supplier contract, leading your team, stakeholders and customers to develop new processes and supporting products to ensure these opportunities are available to meet Digital’s demands whilst ensuring alignment to departmental governance and policies.

This is a leadership role, so your responsibilities will include:

  • Having excellent leaderships skills to inspire and lead your team, with a number of direct HEO reports.
  • Leading the Operational Contract Management of the Department’s strategic contract, working with other users of the contract.
  • Leading the team to deliver quality service to our customers ensuring alignment with departmental and wider government governance.
  • Leading on the implementation of new service lines/offers. Working with your team, stakeholders, customers and suppliers to ensure processes are fit for purpose and compliant to departmental governance and policies.

You will also be working with a number of stakeholders to deliver the service to Digital, which will include experts from:

  • Human Resources.
  • Commercials.
  • Tax Centre of Excellence.
  • Workforce planning colleagues.
  • Hiring Managers.
  • Suppliers; and wider government teams.

You will be a strategic thinker who will:

  • Influence and understand Digital’s People Plan on how your team can enable this.
  • Work with Commercials and Suppliers to identify solutions which are cost effective, robust and dynamic to meet changing demands.
  • Develop and present opportunities/options/solutions to senior managers, up to Director level, to inform their decisions.

You will have excellent problem-solving skills and will:

  • Be active and take an innovative approach to problem solving.
  • Make good use of data as the Subject Matter Expert (SME) to inform solutions, including providing expert advice and support to customers and stakeholders.
