Summary

DUTIES AND RESPONSIBILITIES The role will ensure the delivery of services in accordance with client requirements, service specifications, National NHS standards, infection control polices and best practice guides. It will include: Providing support and team leadership to the Support Services Managers to ensure Domestic Services and Deep Clean staff deliver a high level of performance and that service standards are maintained and emergencies handled emergency in a timely manner. Providing leadership support to the Support Services staff in the development, implementation and monitoring of appropriate work schedules/rotas, frequencies and programmes to ensure services are compliant with all associated standards. Overseeing cleaning/waste surveys/audits as necessary to manage performance, ensure task actions are completed and progressed in a timely manner. Ensuring all training requirements for the Domestic Services, Deep Clean, Waste Management and Portering are planned and delivered in a manner to ensure training requirements meet both the needs of the service and maintain training compliance requirements. Deputise for the Head of Site Services as appropriate taking on the duties and responsibilities, including HR casework and more complex matters, as required. Act as a member of the Management team of Estates and Facilities to enhance horizontal communication within the division but also to ensure that all key stakeholders are effectively engaged with. The role will ensure the delivery of the waste management strategy, in line with NHS England Strategy for Waste Management. Developing a key set of KPIs to manage performance of waste disposal arrangements, contingency plans and risk. The annual action plan will give clarity to the Trust that the work is completed and compliant. The role will help ensure legislative compliance across the Trust with regards to waste management, aligned with the requirements of HTM 07 01 Safe management of healthcare waste and all other relevant legislation. Providing leadership support to the Waste Minimisation Officer as needed. This will include management of day to day issues that arise, regular meetings with contractor providers, escalating performance issues and introduce performance improvement as required. Maintain oversight of healthcare and general domestic waste disposal and contract arrangements. This will include ensuring that robust contingency plans are in place by the Trust. Work closely with colleagues within the Estates and Facilities team to ensure that waste management requirements are considered at all stages of refurbishments and with the Head of Capital for new developments. Deputise for the Head of Site Services as required. Represent the Head of Site Services at key national and regional working groups, respond to waste strategy and policy consultation as necessary. 1. Communication and relationship skills Support the development of complex surveys for patients, staff and visitors and provide adequate information and/or an action plan as feedback, designed to improve the service. Engage all staff with departmental issues and changes on a regular basis and feedback to Head of Site Services, as appropriate. Act as the lead operational departmental manager and point of contact responsible for communicating with suppliers, statutory agencies and contractors where necessary. Meet with service users and providers as required. Utilising specialist skills assist with implementation of changes to service delivery including any changes in statutory/mandatory requirements, communicating any changes with internal and external stakeholders. Ensure a partnership approach is adopted at all times Attend meetings as required, in relation to the delivery of all Site Services activity. Act as the lead operational manager and point of contact for waste management issues. Negotiate with a range of stakeholders including contractors and suppliers to ensure best value for money and resolve any operational issues. Communicate with colleagues, patients and staff in a professional and supportive manner. Support the resolution of problems, interruptions or service emergencies. Ensure routine information received is disseminated to the appropriate operational staff in a suitable manner in order to understand the content and any implications it may have. 2. Knowledge, Training & Experience As an expert within the field communicate information and advice to facilities operational staff, relating to the delivery of all services. Undertake such training as required to fulfil the responsibilities for the Deputy Head of Site Services position, as agreed with the Head of Site Services. Resolve routine operational services issues and failures in meeting the required service standards by using your own highly developed knowledge and experience. Organise strategic plans for the service with rationale, objectives and tactics for service development and improvements and communicate these to all staff through an effective use of the PDR process. Strategic knowledge of the national cleaning standards and associated compliance issues. Ideally as a member of the British Institute of Cleaning Science (BICSs), continuously enhancing knowledge and skills within this specialist area is a prerequisite. Demonstrate knowledge as the strategic lead for waste management, implementing waste management standards as required. A full understanding of all legislation and compliance within the field of waste management and develop innovative projects to support the NHS Waste Strategy. Keep up to date with the latest developments in waste, resources management and strategy, continuously develop own knowledge, skills and behaviours to have a positive impact on the waste practices at the Trust. Support contract management performance of any externally sourced and related functions at any of the Trust property portfolios. 3. Analytical & Judgmental Skills Working with the Site Services staff continually analyse the service, interpret data and compare and provide a range of options for improvements, including but not limited to;- Staff rotas Resource requirements Performance requirements including monitoring and scorecard data Trends regarding complaints and incidents Support the Head of Site Services by contributing to a monthly report covering all the elements within the service and progress on mitigating actions to reduce risks. Maintain systems for monitoring internal process and service requirements e.g., service performance standards. Create action plans to enhance performance. 4. Planning & Organizational Skills Manage all services in line with the operational cleaning policy and procedures. Plan and coordinate monitoring requirements, ensuring that any data return information is committed within timescales. These tasks will be complex due to the nature and size of the division and will require the need to change and formulate plans to meet the changing needs of the end users. Meet deadlines, to enable data to be available for evaluation and interpretation. Support the development of the medium and long-term strategic plans with rationale, objectives and tactics for service development and improvements. This will include areas such as managing change, restructuring, culture and behaviour and organisational development. Support the Head of Site Services with project planning and management in relation to new systems and process developed to enhance efficiency. Ensure compliance with relevant legislation, regulations, codes of practice, technical guidance developing policies, ensuring implementation of the relevant controls. 5. Physical Skills Have good keyboard skills and manual dexterity associated with Microsoft Office, cleaning monitoring related software and estates maintenance system. The responsibilities will include: Using Graphical representation to predict trends Word Processing Writing Policies and procedures Checking electronic cleaning monitoring records e.g., C4C Monitoring Oversee the stock control and cleaning monitoring software, responsible for upgrades on the network. 6. Responsibility for Patient/Client Care Working with the Support Services Managers, ensure regular ward/department visits to monitor all aspects of Site Services, working closely with the infection control team. Provide a high quality, patient focused operational service and reduce disruption to the patients. Respond to all Domestic Services and Deep Clean operational work requirements in an effective and timely manner. Respond to all Portering and Waste Management requirements in an effective manner at all times. Give clear information to patients and visitors when asked or during incidental contact in a friendly and professional manner. 7. Responsibility for Policy/Service Development Assisting the Head of Site Services with writing, reviewing and implementing standard operating procedures for all areas of responsibility, including, all aspects of cleaning, purchase, storage, production, and service in conjunction with respective managers. Supporting the Head of Site Services with the implementation of policies or service changes as and when required i.e., following changes to legislation and/or trust objectives changing. Consider impact on all related areas of the division. Lead responsibility for working with project management colleagues to ensure all site services operational arrangements are in place whenever a capital project is in construction which will affect delivery of the service. Responsible for reviewing and where necessary introducing corrective actions for complaints, incidents and comments positively to review and improve services.
