An exciting opportunity has arisen for a positive and effective collaborator to join the diverse Business Services function as Billing, Collection and Systems Admin Manager.
The Billing, Collection and Systems Admin Manager will have expert knowledge of Housing Benefit/Council Tax Reduction administration and legislation and/or Council Tax legislation and/or Business Rates legislation, as well as extensive knowledge of NEC iWorld system to lead and manage system processes and income maximisation.
Possessing experience of developing complex processes and procedures, and in generating and analysing financial reports, you will ensure the completion of all appropriate statistical returns e.g. Scottish Government and Department for Work and Pensions, and proactively progress the development and delivery of service objectives by ensuring the innovative use of technology to improve the efficiency and effectiveness of service delivery.
Utilising effective organisational, time management, problem solving and issue resolution skills, you’ll have responsibility for all year-end and new year processes e.g. Council Tax and Business Rates Annual Billing, DWP Subsidy, system rollover, etc. You will require experience of working with internal and external partners, as well as the ability to analyse and present management information, whilst you provide key technical support to senior managers including budgetary analysis and complex financial and business modelling.
You will be qualified to degree level in a suitable discipline e.g. accountancy or management, and/or have demonstratable relevant experience. With a proven record of developing and leading teams you will also be able to demonstrate an ability to think and plan at a strategic level.
As well as a leadership-skills, you will have extensive knowledge of Council Tax and Business Rates legislation, and knowledge of debt recovery legislation in respect of Council Tax, housing benefit overpayments, Business Rates, and other debts.
