The Analysis and Insight team
Analysis and Insight (A&I) provides critical data, analysis and evidence to inform decisions about the Civil Service and Cabinet Office (CO). We support a range of customers and senior officials within CO and more widely across government. We are a friendly, flexible, multi-disciplinary team, home to the Cabinet Office’s Chief Economist and Head of Profession for Statistics. Working alongside the SEO Statistical Data Scientist and Grade 7 Social Researcher Head of Team, the post-holder will lead on the analysis, research and development of the business as usual and ad-hoc analysis from the annual Civil Service People Survey data set, as well as supporting the development of a database of historic survey data. This role will suit someone with a proven strong analytical background and who is experienced in translating large complex data sets, including survey data, into clear and actionable insights.
Main responsibilities will include but are not limited to:
- Leading on scoping, conducting and quality assuring analysis of the People Survey on the full range of topics covered by the survey e.g. experiences of discrimination, bullying and harassment, comments and text analysis; variations in employee experience by cross-government profession and geographical location and other demographic characteristics;
- Collaborating with analytical colleagues, as well as with policy and communication leads and our external survey supplier, to maximise engagement with the survey, and to generate compelling insights, including the development of data visualisations, interactive dashboards and in the use of AI;
- Leading on analytical and research requirements flowing from reviews of the People Survey, including those from the 2022 strategic review the PACAC recommendations from 2024, as well as feeding into the ongoing development work that is considering our strategic approach for employee insights for 2025 and beyond, including the use of pulse surveys;
- Evaluating the impact of our outputs, working closely with our external supplier to identify areas for improvement to inform future developments;
- Leading on the planning of the analytical elements for the 2025 People Survey;
- Providing specialist analytical advice and assurance to departmental survey managers and their analysts, helping them to interpret their survey results, fully contributing to written technical guides and various workshops;
- Playing an active role in the procurement of a future survey supplier for 2026 and beyond;
- Providing key analysis and quality assurance of policy papers and ministerial submissions, and answering ad hoc queries across the full range of subject matter covered by the survey; and,
- Working across the wider Analysis and Insight team, sharing insights and expertise as part of the specialist role the team plays in supporting the vital work of the Government People Group and other policy colleagues in Cabinet Office.
