The role we are recruiting for sits within the Impact Economy Team in the Civil Society and Youth directorate. The team has a responsibility for mobilising innovative sources of philanthropic and private capital alongside government spending. This has primarily been in support of encouraging a financially sustainable Voluntary, Community and Social Enterprise sector.

We are now responding to a Ministerial ask on how to expand this expertise to support wider HMG departments and missions, and think about how we can grow and partner with the UK’s impact economy further. This role is helping us think about and advise Ministers on possible approaches.

The team is driven by a commitment to improving outcomes for communities, increasing the impact of the sector through innovation and championing what works, improving civil society access to funding, and unlocking and growing non-government sources of finance.

Philanthropy, the voluntary contribution of money or goods for the betterment of society, is an important strand of the Impact Economy. It's a vital source of income to the UK economy, with high net worth philanthropy being valued at around £8 billion a year. Philanthropic investment can act as society’s risk capital, investing where government can’t and businesses won’t.

However, there is room to unlock more untapped philanthropy, and drive forward transformational change at national and local level. DCMS, the lead department for domestic philanthropy policy, works with high net worth individuals, businesses and civil society to connect, unlock and partner with philanthropic investment in line with Government's Missions.

Exact objectives depend upon the outcome of the Spending Review and other Ministerial steers so a flexible and agile approach is required, but will include:

  • Lead the delivery of a strategy to connect philanthropic giving to the places that need it most, and contribute to a wider strategy on how HMG engages more broadly with philanthropists.
  • Lead approaches across HMG to unlock additional philanthropic funding.
  • Form strategic partnerships with philanthropists and HMG stakeholders to identify opportunities to partner on approaches.
  • Lead and line manage a team of 4 people (including this role), and form part of a wider a leadership team to ensure philanthropy fits as a coherent part of a wider impact economy approach.
