About the Role:

As Waste and Recycling Manager your role will be to oversee and manage the waste, recycling and composting collections and processing / disposal function in order to lead and co-ordinate key activities, achieving the Service objectives of the Council within a complex governance and customer focused environment.

As Waste and Recycling Manager your role will be to oversee and manage the Waste Management Services Contract. Also to represent the council, overseeing the contract management for the waste service, on the NESS Energy Project Officer Group.

As Waste and Recycling Manager you will also oversee and manage the waste strategy. You will enhance Aberdeen City Council’s ability to continually improve and will utilise available resources to provide the highest standard of service delivery by focusing on customer needs and robust internal processes. You will influence Local, Regional and National stakeholders to ensure a policy framework is developed that will meet the city’s needs. Included within this strategic role, you’ll plan and deliver your work portfolio to realise service aims and objectives.

The post holder needs to hold as a minimum:

Educated to degree level or equivalent relevant experience

Membership of relevant professional institution

The postholder is able to demonstrate:

Skills & Experience in:

Significant experience at management level within a multi-functional organisation, and within a field relevant to the post. This must include evidence of proven experience in the following:

  • Advising, influencing, persuading, commanding confidence and acting assertively in a political environment with all key partners, internal and external.
  • Information management skills of reporting, monitoring, analysis and evaluating
  • Awareness of diversity and inclusion issues in both employment and service delivery
  • Budget management

Excellent verbal and written communication skills and experience of working constructively with people at all levels, including the media wider public, Elected Members/ politicians, and the business community

Ability to effectively manage contracts and apply negotiation techniques to reach mutual agreement on settlement and / or outcomes

Strategic thinker who can contribute to the development of the service within the organisation, including balancing competing needs and interests

Capacity to meet deadlines, satisfy political objectives and organisational priorities

Demonstrate high level analytical skills, an aptitude for strategic problem-solving, decision making and negotiating

An ability to produce practical and creative solutions

Understanding of:

Sound knowledge of relevant national and local government policies pertaining to
regulatory services

Demonstrable knowledge of the statutory, regulatory, strategic and key operational
issues relevant to the post.

Substantial knowledge of areas for which the post holder is responsible, including industry best practice and developments in areas relating to the functions of the post

Demonstrate effective Contract Management knowledge and expertise

Commitment to:

Providing effective leadership and committed to effective employee communication and engagement

Investing time in coaching and developing people.

Delegating decision making responsibility and demonstrate trust where appropriate.

Making the best use of resources, including employees, ICT and financial resources, whilst striking a balance between cost, quality and price

better services and customer focused outcomes.

Behaving in a consistent and reliable manner whist ensuring that everyone is treated fairly and with respect

work in a safe and healthy manner
