Summary


The Chief Technology Officer (CTO) is responsible for the development, implementation, and management of a comprehensive Digital Technology architecture and solutions across technology and data, and in areas such as enterprise architecture, innovation management, and data integrity
whilst supporting wider innovation efforts throughout the Trust and across its partners. This will include planning, scheduling, reporting, risk management, benefits realisation, assurance, budget management and quality standards.


The postholder will maintains currency on new technologies, approaches, and platforms. Provide direction on what emerging technologies should be assimilated, integrated, and introduced within the enterprise to ensure digital and data capabilities respond to the needs of the Trusts strategy and regional obligations Management of the CTO department that is responsible for on premise and cloud-based compute and storage, networks, integrations and data storage and any associated development. The team will be a knowledgeable, available and responsive set of digital technology professionals that will support service delivery and new initiatives by working in conjunction with Digital Operations and
Digital Transformation teams. Management of the technical and solutions engineers who are tasked to ensure the designed and agreed technical and solutions services are available, resilient, secure and meet relevant SLAs, OLAs and KPI’s.
Reporting to the Chief Digital Information Officer, the role will play a critical part in designing and delivering the Digital Strategy and the Trust Board Objectives by providing advice, support, guidance and escalation on the technology solutions in order to achieve improvements in care and in efficient and effective digital services.
To provide leadership and strategic planning to ensure effective service delivery by championing new and transformational ways of working.
Operates independently, managing a core technology team, you will develop productive working relationships with managers, governance and clinical leads in order to support organisational change, training and development, develop best practice, deliver national priorities and improve standards for the provision of healthcare to enhance service quality, patient outcomes and staff
experience.

Solutions Leadership for Digital, Data and Technology
1. Provide digital solutions leadership to the DDAT Department and expert advice on healthcare digital solutions to the Trust.
2. Assist in the development and execution of a DDAT strategy, impacting on the whole organisation, to ensure the Trust has the right systems available to deliver effective patient care.
3. Recognise and ensure national digital priorities and initiatives are reflected in local priorities and plans for service development.
4. Present to senior groups as required to ensure DDAT issues maintain a high profile, including the presentation of highly complex, sensitive or contentious information when significant barriers to acceptance exist, potentially challenging environments.
5. Promote the value and importance of effective DDAT throughout the Trust.
6. Provide professional leadership for the wider digital community within the Trust and for all aspects of digital technology throughout the organisation.
7. Provide expert advice and guidance to managers, health professionals and others on technology-related issues.
8. Act as the Senior Responsible Officer for the technical aspects of digital transformation and development projects that will support the DDaT Board.
9. Contribute to the development of strategies and DDAT services across the Integrated Care System and wider South West London ICS; enable best practice to be shared and contribute to the evaluation of potential common solutions; represent the Trust at local, regional and national meetings.
10. To undertake regular research and audits to assess status and develop strategic plans to address issues identified.
11. To stay on top of emerging trends with technology, achieved through self-research, formal study, academic research, strong networking, conferences.
12. To be the Trust expert in current and emerging technology, providing advice to the CDIO.


Managing Change & Enabling Transformation
1. Identify and manage internal and external stakeholder interests to maximise benefits and integration into clinical service modernisation plans, ensuring that digital technology is integral to the on-going transformation agenda.
2. Manage the continual and highly complex negotiation and planning of multiple requirements from Clinical, Operational and Corporate departments, which may exceed the resources available to the Trust, whilst maintaining a professional approach.
3. Communicate with a wide range of senior clinical and non-clinical staff, and with senior officers of external organisations, in order to persuade others, and negotiate the implementation of change in digitally-enabled developments.
4. Work with and enable other DDAT staff to work with clinical leaders in the Trust to achieve clinical engagement in all DDAT developments.
5. Ensure that clinical/service priorities are reflected in local DDAT plans.
6. Maintain knowledge of emerging technology solutions to ensure that the Trust continues to take advantage of new systems and technologies as appropriate for improving patient care and efficient resource utilisation.
7. Lead and support change to ensure that benefits are realised.

Programme & Performance Management
1. Support the delivery of the DDaT Programme to implement the Strategy.
2. Hold accountability for various aspects of the digital investment plan and budget controls, including creation of digital business cases which demonstrate value for money and the overall benefit to patients.
3. Plan, organise and implement highly complex technical services and projects affecting all staff to ensure maximum benefits are gained and projects are delivered within time and budgetary constraints.
4. Manage technical projects in line with practical interpretation of MSP and PRINCE standards.
5. Monitor and measure costs, benefits and performance in order to ensure that the actual direction of the Strategy remains consistent with the Trust’s business plans.

DDaT Governance
1. Identify and proactively manage all risks affecting various DDaT infrastructure and development projects and services to minimise their impact, ensuring appropriate mitigation is planned and implemented.
2. Hold responsibility for the development, promotion and monitoring of DDaT solutions and technology-related policies, to apply across the whole Trust, including, where required, interpreting overall national strategy and policy, and relevant legislation, in order to establish
standards.
3. Lead on Digital Security initiatives aimed at ensuring the confidentiality, integrity and availability of information.
4. Facilitate the DDaT developments required for the sharing of information between primary and secondary care sectors, and with other relevant agencies within the boundaries allowed by law.
5. Promote the importance of information and infrastructure security across the Trust and wider health community.

Digital Infrastructure Development & Management
1. Plan, manage and in partnership with the Digital Senior Management Team deliver the Digital
Infrastructure to ensure its optimum performance and availability.
2. Ensure the Trust has appropriate physical, environmental and system-level security as part of digital programmes for its systems and assets.
3. Work with specialist staff in information and infrastructure security to produce plans and solutions for handling security issues.

Service Planning & Customer Liaison
1. Ensure that the DDaT services continue to meet the Trust’s business needs and that agreed performance targets are achieved.
2. Help users to solve their business problems by using Digital systems, products and services.
3. Ensure recognition and embedding of organisational and service-based values within digital provision, including customer care & customer satisfaction monitoring.

Leadership and General Management of the Digital Transformation Team
1. Actively promote digital working at all levels within the organisation to support the Trust’s organisational development and service modernisation and efficiency plans.
2. Secure, plan and manage the technology teams resources for the DDaT Service.
3. Oversee and manage the recruitment and selection of staff.
4. Lead and motivate staff to deliver an effective and efficient service which is highly customer focused.
5. Ensure the learning, training and development of DDaT staff to support digital service meets the current and emerging needs of the Trust.
6. Ensure that any issues of staff performance and disciplinary issues are dealt with in accordance with Trust policy.
7. Schedule and deploy staff to discrete tasks and workstreams in order to achieve planned deliverables and outcomes.
8. Oversee and manage the budgets for the digital infrastructure and development services for the Trust.

Supplier Management
1. Maintain productive working relationships with suppliers, including external providers of national systems and globally recognised companies.
2. Negotiate and manage contracts and ensure suppliers provide value for money and deliver as specified contractually.
3. Work with suppliers to resolve contractual conflicts.

Budget Management
1. Hold corporate responsibility for the effective management of revenue budget and a capital budget.
2. Support the delivery of the business planning and budget setting process for the digital service for Digital projects and services.

Risk Management
1. Ensure that there is a proactive and comprehensive approach to risk management and be responsible for service continuity for own service area and participate in the digital service continuity planning.
2. Identify and report potential risks for inclusion onto the DDaT Risk register and review the Risk Register in conjunction with the DDaT Senior Management Team.
3. Hold responsibility for the health and safety of staff and identify and report on hazards /incidents within the workplace.
4. Actively observe the environment within which the allocated staff are working (across all locations) considering and personally experiencing all aspects of their work area, access to resources within departments and distance covered through travel and walking.

Continuing Professional Development
1. Develop a personal development plan annually as part of the Personal Development Review process.
2. Keep skills up to date and relevant in order to carry out appropriate tasks in the areas of Digital technical activities.
3. Use available resources (Internet, intranet, reading materials, conferences) to keep abreast of technical developments and look for opportunities to use these developments
4. Ensure continuation of personal development through appropriate formal training as and when necessary.
