Summary
As an integral part of the H&S team, the Estate Fire Focal Point (EFFP) is an interesting and challenging role responsible for overseeing all fire safety management activities on behalf of the Head of Establishment (HoE). This includes:
• Ensuring a programme of risk-based 1st Party Assurance (1PA) is in place and conduct assurance of fire safety measures in unit buildings, ensuring that findings of 1PA are dealt with appropriately.
• The management of all Fire Risk Assessment (FRA) action plans including ensuring actions are completed in liaison with Building Custodians (BCs) and DIO/Infra personnel.
• The management and maintenance of the Station’s Fire Safety Management System (FSMS) including the Fire Safety Management Plan (FSMP), dashboard, Unit fire orders and wider fire policies.
• Maintaining communications with Fire Safety Subject Matter Experts (SMEs), Station H&S Advisors and unit Infra personnel including organising Fire Safety meetings and the provision of information for other forums as requested.
• Assisting with mitigation and communication of outstanding fire risks, liaising with Fire Safety SMEs, and wider unit Chain of Command (CoC) ensuring risks are elevated to the HoE through the Senior H&S Advisor.
• Liaison with Chief Fire Safety Officer (CFSO) and prepare unit documentation for 2PA conducted by Air Cmd and 3PA conducted by Defence Fire Safety Regulator (DFSR).
• Oversee and advise on emergency planning for fire emergencies and exercises and liaison with Local Authority Fire Rescue Services (LAFRS).
• Advising BCs with development of building fire orders, evacuation plans and advice as required.
• Ensuring fire and false alarms are reported and investigated in accordance with TLB and wider Defence policy.
• Ensuring all relevant buildings hold a Fire Risk Assessment conducted by Capita and all parties receive copies as determined by the FSMS.
• Advising on the Station’s delivery and management of Fire Safety training requirements.
• Future line management responsibilities for 1 x H&S Support Officer (AO).
