Summary
The New Media Unit (NMU) is part of the Government Communication Service (GCS) and sits within the Cabinet Office. The NMU was established in November 2024 with the clear goal to reach, connect and rebuild trust with audiences in the most effective way possible. Our aim is to provide the public with relevant, useful and authentic content when and where they want to receive it and communicate in an entirely new way.
The government has signalled a clear intention to focus on ambitious, measurable, long-term objectives that deliver better outcomes for citizens. This requires a new way of doing government which is more joined-up and better reaches the public to build awareness, understanding and trust in the government’s missions. The New Media Unit is a critical lever in achieving these long-term aims, bringing together the specialist skills required to reach citizens with content they want to consume at a time and place they want to consume it.
The team is evolving, and works in an agile way proactively delivering on missions-based campaigns and responding to nation-wide communications. We need people who think differently and who can respond in an agile way to the ever-changing media landscape. At its core this team is focused on flexibility and collaboration across the three pillars (Strategy, Campaign and Creative), working closely with the GCS Strategy & Campaigns and Applied Data & Insight teams, alongside No 10 and departmental communication teams across government.

Digital Campaigns - we collaborate with the NMU Strategy and Audience team to create digital marketing plans which deliver the agreed campaign outcomes. We work closely with stakeholders in No and delivery partners across GCS, creators and influencers, agencies and media owners.
Job Description Overview
As a Campaigns Officer in the New Media Unit, you will support the Campaigns team in executing paid digital media strategies that support the government’s long-term goals of increasing public understanding, trust, and confidence in UK government activities. You will work closely with government departments and 10 Downing Street to create, implement, and manage targeted paid digital marketing campaigns that deliver impactful messages to UK citizens.
In this role, you will work closely with the Campaigns Manager to provide support for the hands-on management and optimization of digital advertising campaigns across various platforms, including social media, search, display, and programmatic. You will be responsible for elements of campaign delivery and will proactively use data and analytics to monitor and refine campaign performance, ensuring that public engagement goals are met efficiently. This is an exciting opportunity for a results-oriented media professional with a deep understanding of digital advertising and a passion for public sector communications. It is a role in which you will be supported in your development, taking on greater responsibility in this fast moving and non-hierarchical team.
Your key responsibilities will include:
- Supporting the development and execution of paid media campaigns aligned with government objectives to increase understanding and public trust.
- Providing support in the management of campaigns across digital channels such as social media, search, display, and programmatic, optimising for reach, engagement, and cost-efficiency.
- Working closely and effectively with departments and 10 Downing Street to ensure paid media efforts align with broader government communication strategies.
- Providing advice on paid media to departments, offering guidance on effective audience targeting, media channel selection, and campaign tactics.
- Monitoring and analysing campaign performance data, using insights proactively to optimise reach and engagement.
- Reporting campaign outcomes to stakeholders, identifying areas for improvement, and providing recommendations for future campaigns.
- Support the day-to-day management of campaign budgets to maximise impact and efficiency, providing recommendations on how to adjust allocations as needed based on performance. Providing regular budget reporting to the NMU Campaign Manager and NMU Strategic Operations Manager.
- Staying current on digital media trends and innovations, applying new techniques to enhance campaign effectiveness; being a knowledge holder for the team and proactively sharing this knowledge.
- Exploring emerging advertising platforms and targeting methods to reach diverse and relevant audiences; providing learning and recommendations to the team.
