Summary

The Disability and Health Support Directorate (DHSD) brings together all policy and analysis of DWP’s main disability benefits: Employment and Support Allowance (ESA), Personal Independence Payment (PIP), Disability Living Allowance (DLA) and Industrial Injuries Disability Benefit (IIDB). The Directorate also has responsibility for major reform of the way we assess eligibility for incapacity benefits and the conditions set for those with health conditions across working-age means-tested and contributory benefits.

As a Medical Professional within DHSD, you will have the opportunity to work at the heart of policy making within the Department, working closely with senior officials and Ministers in DWP advising on medical and health related issues that impact the lives of millions of customers.

You will be expected to be an active member of your Division and Directorate’s extended leadership team, ensuring that the Directorate remains an excellent and inclusive place to work.

The successful candidate will lead the curriculum development, including curriculum mapping for disability functional assessments, working closely with the Education Lead. The role will ensure that new and emerging national guidelines are recognised and prioritised to be included in the DWP clinical education material and that learning from complaints and appeals are considered to ensure DWP disability assessors and Decision Makers are up to date and working in line with best evidence.

Responsibilities will include:

  • Overseeing the curriculum for the core training and guidance material for DWP alongside the Clinical Education Lead, proving autonomous leadership will full responsibility for the clinical curriculum.
  • Providing assurance to the Chief Medical Advisor that the curriculum for 5000 health care professionals who undertake 2 million health assessments per year is up to date, in line with national standards and complete.
  • Mapping the curriculum to provide a nationally recognised curriculum blueprint for work and health and disability health assessments.
  • Having autonomy to make decisions on curriculum content addition and remove content that is no longer required.
  • Being able to quickly identify when things are going wrong and put measurable steps in place to put them right.
  • Drafting and delivering (including in-person) high quality advice for the Clinical Education Lead and senior officials on guidance, research and education.
  • Being responsible to identify trends in research and new national guidance, rapidly translating them into new curriculum entries to ensure the Education Team is always in line with national best practice.
  • Leading the line management of clinical authors, providing guidance and coaching.
  • Working directly with cross departmental senior leaders, external researchers, clinicians and analysts to deliver high standard, accurate clinical and health related education and curriculum advice that reflects current practice.
  • Leading ad-hoc strategic work/projects in this area in response to areas in need of improvement.
  • The leadership of stakeholder management relating to educational guidance including with nationally recognised leaders in education and work and health, deputising at the departmental research meetings cross government research and insights meetings for the education lead and chief medical advisor.
  • Writing, reviewing and upkeeping policies and frameworks relating to the curriculum as well as facilitate learning and improvement across the DWP.
  • Researching UK clinical education best practices for a wide range of health care professionals.
  • Understanding and interpreting internal data e.g. Appeals/ Mandatory Reconsiderations and overturn rates related to specific conditions.
  • Presenting informed gap analysis and advise on appropriate options/next steps relating to training and guidance material.
  • Completing a programme of personal and professional development to meet the requirements of the relevant professional regulatory body.
