Summary

Job summary Provide leadership and management to enable the practice to meet its agreed aims and objectives within a profitable, efficient, safe and effective working environment. Job responsibilities Strategic management and planning Keep abreast of current affairs and identify potential threats and opportunities Provide Partners with data and info to help develop business strategies. Contribute to practice strategy; formulate objectives and research and develop ideas for future practice development Monitor and evaluate performance of the practice team; identify and manage change Develop and maintain effective communication both within the practice and with relevant outside agencies Financial management Set and manage practice budgets and seek to maximise income Through negotiation with NHSE and the ICB and preparation and submission of regular development plans, ensure the practice receives an appropriate and equitable allocation of resources Understand and report on the financial implications of contract and legislation changes Provide financial reports for the Partners including quarterly budget reports and staff costings as required. Oversee the staffing budget and plan for future needs. Manage practice accounts; submit year-end figures promptly and liaise with the practice accountant Monitor cash-flow, prepare regular forecasts and reports to the partners Monitor and oversee income and expenditure statements and purchase/sales ledger transactions Plan and manage partners drawings Oversee the PAYE and pension function for practice staff and ensure appropriate records are kept Manage appropriate systems for handling and recording of cash and cheques and petty cash. Accountant work closely with accountant & provide year end accounts info Manage all aspects of VAT including monthly and annual returns Human resources Oversee the recruitment and retention of staff and provide a general personnel management service Manage staffing levels within target budgets Evaluate and oversee staff induction and training, and ensure that all staff are adequately trained to fulfil their role Oversee effective staff appraisal and monitoring systems Support and mentor staff, both as individuals and as team members including Team Managers Implement effective systems for the resolution of disputes and grievances Keep abreast of changes in employment legislation Ensure the maintenance of up-to-date HR documentation (including job descriptions, employment contracts and employment policies) Oversee the work of the Deputy Practice Manager and Team Managers including the organisation or regular management meetings. Oversee all teams and deal with complex issues as they arise. Organise and chair management team meetings. Ensure that the focus of the Practice is on staff health and wellbeing whilst also ensuring efficient and cost-effective staffing. General Organisational Overview Convene meetings, prepare agendas and ensure distribution of minutes as necessary Work closely with the Chair Partner on all aspects of Practice business Oversee the development, review and updating of Practice protocols and procedures as required Ensure that Practice premises are properly maintained and cleaned, and that adequate fire prevention and security systems are in place Oversee the work of the Operations and IT Manager in the procurement of practice equipment, supplies and services within target budgets Oversee the development and review of Health & Safety policies and procedures and keep abreast of current legislation Patient services Adopt a strategic approach to the development and management of patient services Ensure service development and delivery is in accordance with local and national guidelines Ensure that the practice complies with NHS contractual obligations in relation to patient care Oversee an effective complaints management system Liaise with patient groups/PALS where necessary Information management and technology Work with the Operations and IT Manager to evaluate and plan practice IT implementation and modernisation Contract Management Responsibility for the management of all aspects of the GMS and PCN Contracts Keeping the GMS Contract under review and ensuring that the Practice is compliant with contractual requirements. Carrying out scoping exercises and bids for future contracts as agreed with the Partners Having an overview of all Local Enhanced Services contracts Primary Care Network Manage PCN Contract and ensure all aspects of the contract are actioned at Practice level. Manage and monitor PCN income and expenditure Plan, recruit and manage ARRS roles at PCN and practice level Attend PCN meetings and ensure actions points followed up Work closely with other PMs in PCN, PCN Manager, PCN Lead GP in the Practice and the Clinical Director Main point of contact with ICB & NHSE Communicate PCN developments and initiatives to the Partners and Practice as appropriate Support for Partners Regular meetings with Partners to plan/review particular areas they are Leads for (eg finance, HR, PCN, QOF) Be available to work with Partners on one-off projects and new developments Be available to support new Partners in all areas of Practice work as needed. Prepare agenda and papers for Partner weekly meetings. Prepare minutes and ensure follow up actions.
