Summary

At the National CBRN Centre, we bring together the emergency services to protect and prepare the UK against the chemical, biological, radiological and nuclear (CBRN) threat. It’s a critical function and we’re looking for an experienced individual to be our new Business Service Manager, who will oversee the day-to-day management of the Centre’s Business Support Team, ensuring a high-quality business resourcing and administrative support service is delivered. This role will often require the applicant to work within specified constraints of costs and time, such as implementing change programmes and ensuring they achieve the required outcomes, while adhering to cost restrictions.

The post holder will need the ability to develop and proactively manage relationships, both as a manager and as a key business liaison between CBRN and Counter Terrorism Policing West Midlands (CTPWM), West Midlands Police (WMP), Counter Terrorism Policing Head Quarters (CTPHQ) and other strategic stakeholders. Thus, ensuring positive and effective working relationships are grown and maintained both internally and with partners.

You’ll be based at our modern College of Policing site in Ryton, near to Coventry, working Monday to Friday between 8am to 6pm, but an element of flexibility is necessary to meet business needs including national travel for work functions.

Responsibilities include but are not limited to;

Accountability for the CBRN Business Support function, providing an effective, efficient and forward-thinking resourcing, financial, facilities, fleet, H&S and IT service.
Have a working overview of financial control, procurement, income generation and budgets; while developing and implementing Value for Money principles, practices and reviews. Monitoring costs and resources used on these activities, taking appropriate action where necessary.
Ensure procurement and financial regulations from WMP policies are adhered to.
To enable the delivery of complex change programmes by ensuring effective systems and processes are in place.
Ensure implementation and continued adherence of WMP Corporate HR policies and People Services processes, including ensuring accurate records of establishments and headcount strengths are maintained.
Working with CTPWM and WMP People Services, provide HR management and guidance to all staff, including management of recruitment activities, attendance, staff development and performance management.
Manage the efficient utilisation of premises and IT services through active engagement and performance monitoring.
Ensure Business resources are deployed to deal with the day-to-day business as usual.
Co-ordinate response to Internal Audit recommendations and other Audit bodies as prescribed by legislation.
Ensure the Centre’s Business Continuity plans and Health & Safety records are reviewed and updated.
Any other duties commensurate with the role grade.
