Summary

Job Purpose The post holder will deliver and maintain an effective Emergency Preparedness, Resilience and Response (EPRR) service and drive the implementation of EPRR plans across CityCare. This will include ensuring that effective and up to date plans and policies are in place to comply with legislation and guidance including meeting the requirements of the Civil Contingencies Act (CCA) 2004. To work across all of City Cares sites supporting staff in the discharge of the organisations statutory duties under the Civil Contingencies Act and NHS England EPRR Framework Development and delivery of specialist training and exercises to all staff groups across CityCare to ensure and maintain staff and patient safety and well-being. Dimensions Develop, maintain, and embed incident response plans and policies. Develop and deliver EPRR training to all staff across the organization. Advise and support staff during incident response. Key Responsibilities Review, develop, implement, and maintain emergency and business continuity plans for all services across CityCare. Design and delivery of multi-agency exercises that test emergency and business continuity programmes across CityCare sites, to ensure and maintain staff and patient safety and well-being. Ensure all Incident Control Centres are effective and functional in the event of a major or critical incident. Support CityCare to deliver all aspects of EPRR. Know and fully understand the roles and responsibilities of ALL responding organisations in the event of a significant incident or emergency. Support the AEO to ensure that EPRR corporate responsibilities are met and provide assurance to CityCare board that it complies with relevant legislation and guidance, deputising where appropriate. Devise and conduct debriefs, surveys and audit that may inform future emergency preparedness policies and in response to a significant incident. Ensure servicing contracts are in place to maintain specialist equipment required for major incident response. Provide support and specialist guidance to CityCare response teams in the event of a major incident or business continuity incident at an operational, tactical, and strategic level. Develop and deliver a range of specialist training programs for all staff groups across CityCare incorporating national standards for EPRR. Develop and maintain departmental communication strategies to ensure staff are informed of their major incident and business continuity responsibilities and duties. Ensure maintenance of governance for EPRR. Attend HEPOG, LRF, ICB and NHSE sector meetings.
