Humberside Police are looking for a highly motivated individual to join them in their Community Safety Unit.
As a Licensing Officer you will conduct enquiries, prepare reports and administer files in relation to all licensing matters, thereby ensuring a continuity of approach in line with the Licensing Policy.
The successful candidate will promote the Chief Constables Licensing Policy, tailoring it in liaison with the Communities Commander to suit the needs of the locality.
The role of the Licensing Officer, the post holder will visit and inspecting premises which are the subject of licensing applications and also attend licensing, Hearings and Pub Watch meetings to provide support to the community and licensed premises owners.
Key Responsibilities:
Receives enquires into all applications under the Licensing Act 2003 and Gambling Act 2005 for the issue, variation or renewal of a variety of licences, notices and certificates.
Attends licensing hearings at the Local authority in the role of advocate to present police representations in relation to licensing applications, actively questioning applicants and witnesses with the intention of thoroughly testing each case where the application is not in accordance with legislation/police policy.
Liaises with and assists Local authority Officers in test purchase operations at premises where alleged offences relating to under age persons have been identified, issues fixed penalty notices as appropriate and prepares reports when necessary for remedial action to be taken.
Promotes, develops and maintains relationships with external agencies, as appropriate, including Trading Standards, Environmental Health and the Fire Service and undertakes multi agency visits to premises when necessary.
Liaises with the Gambling Commission inspectorate, and assist where necessary in relation to gaming establishment and premises affected by any of the provisions of the GAMBLING Act 2005.
Through visits to licensed premises, observes operating conditions attached to the license, and where necessary issues closure notices and/or fixed penalty notices, where appropriate to the operators in respect of any breaches of conditions.

What the role requires:
Experience working in a confidential environment.
Excellent communication skills
Working knowledge of the Licensing act 2003 and the gambling Act 2005.
Previous experience within a licensing environment incorporating administrative procedures, planning and the creation and maintenance of manual and computerised records.
Experience of undertaking investigations, collating information and presentation of information.
Ability to plan, organise and prioritise multiple activities, escalating as and when appropriate.
Computer literacy/keyboard skills
Excellent organisational skills
Ability to work with minimum supervision when required.
Carries out tasks in an accurate and methodical manner with an eye for detail.
Ability to work as part of a team.
Ability to prioritise workload.
