The Role
We’re recruiting for a PMO Governance, Assurance and Reporting Manager here at Justice Digital, to be part of our warm and collaborative Technology Services Delivery team.
The Technology Service Delivery (TSD) Programme Management Office (PMO) is the central hub for supporting and enabling successful project delivery across TSD, we provide guidance, standardised processes and consistent governance to ensure all projects are aligned, efficient and effective. Roles can work centrally to provide support across all TSD projects or be embedded as part of a project team to provide specialist advise and support day to day delivery.
Our team enhances project understanding and insight, giving leadership clearer visibility of project progress, risks and overall performance. By streamlining project practices and fostering collaboration we help drive better outcomes, save time and optimise resources, contributing to TSD and wider Justice Digital strategic goals.
You will form part of a multi-disciplinary team responsible for the delivery of a range of outcomes in support of the wider Technology Services teams. The TSD function is responsible for delivering projects and work packages relating to the deployment of new technology or services across the MoJ estate, transition of services from supplier to supplier or in-house and exiting of services from incumbent suppliers.
The PMO Governance, Assurance and Reporting Manager is a fantastic opportunity to work with senior and cross government stakeholders to enable effective decision-making and support the approval of business cases, submissions to investment boards and assurance reviews. You will ensure timely, consistent data collection, analysis, and reporting on project and programme progress. Undertake assurance activities to review and confirm project achievability. Provide independent assessment within projects and oversee projects to ensure proper assurance at the right times.
You will be a critical friend to Project Managers and provide expert advice, promote best practices across all TSD and drive continuous improvement for successful project execution.
The role includes line management and mentoring PMO team members.

Key Responsibilities:
Business case – Liaise with business case investment approval boards and manage the business case process for TSD PMO, including preparing papers for investment approval boards.
Governance - Establish governance and reporting strategies and processes, draft and own terms of reference for boards and define roles of board members. Work with decision owners to provide report updates. Analyse data and present at relevant boards. Maintain board documentation and artefacts, such as forward looks and decision logs.
Assurance - Application of assurance standards Responsible for ensuring projects or activities have appropriate levels of assurance for the complexity of the project. Leads the timely and accurate reporting of integrated assurance plans and milestones to support board level assurance activities. Provide analysis to senior managers about the outcomes from assurance reviews and make recommendations for improvement.
Monitoring and reporting - Oversee project controls across TSD and ensure accurate, timely reporting of project status to senior stakeholders. Lead the development and preparation of comprehensive project reports, analyse project performance, and provide insights and recommendations to boards to support decision-making.
Risk Management – Work with project teams to report risks to project boards and assurance of risk mitigation strategies and risk responses. Identify and report on risk trends across TSD and escalate risks as required.
Financial reporting – Work with TSD FBPs to provide an overview of financial control across all projects, ensuring budgets are adhered to, costs are tracked, and financial risks are identified and mitigated effectively.
Change control – Work with project and delivery managers to provide data for change requests. Facilitate change and exception meetings and support with the escalation of requests to relevant boards and disseminate the outcome.
Knowledge and information management – Implement knowledge and information process. Advise the project on correct processes and assure the project lessons learned process and that any lessons learned are applied to future change initiatives.
Stakeholder Management – Identify key stakeholders and develop effective relationships and networks. Liaise with Stakeholders to gather and review data, and work with stakeholders to resolve anomalies or gaps. Ensure that stakeholder responsibilities and needs are understood and
Line Management Responsibilities - Lead a team of project support roles overseeing their work and driving strategic direction, provide mentorship, and ensure objective alignment with organisational goals.
Continuous improvement – for example this could be to identify and implement new ways of working, tools, or data analytics to improve the effective delivery of PMO services.
