Summary
The FBP team is responsible for monitoring the financial health and supporting the objectives of the Agency’s directorates, by providing finance assessments, creating long term financial plans and undertaking transactional management.
This post is one of six FBPs covering the various business areas in the Insolvency Service. The vacancy is currently covering Official Receiver Services and so the successful candidate will look at both costs and income. It is expected that the FBPs in the team will be able to provide support for each other so knowledge of all the areas will be encouraged.

This role currently sits within the BAU FBP team within FCSP, consisting of a team leader, 6 FBPs, 6 CCMs and 1 Workforce planning data manager.
This is an established post in a busy critical area working directly with the senior leaders both in finance and that directorate. Each of the last 2 holders of this post have left on promotion within 24 months.
As a Finance Business Partner you will:
Lead on:
1. Business Partnering Engagement:
- Partnering the business.
- Serving as the single point of contact (SPOC) for Directors and other stakeholders within the Directorates.
- Providing financial advice and support to Directors and other business units as required.
- Be present at strategically focused meetings, capturing key information on financial health.
2. Financial Controls and Compliance:
- Ensuring adherence to financial regulations, accounting standards (e.g., IFRS, IAS), government reporting requirements (e.g., FREM), Managing Public Money and Consolidated Budgeting guidance.
- Creating Accounting Officer budget overspend papers.
- Performing regular financial health checks of the Directorates financial process and procedures to identify and address control weaknesses.
- Collaborating with Financial Accounts and Corporate Governance in relation to internal and external audits.
- Collaborating with Cost Centre Managers (CCMs) to ensure VAT compliance.
3. Budgeting and Forecasting:
- Collaborating with Directorates and the FP&A Team to develop 3-year financial forecasts and annual budgets aligned with organisational objectives.
- Analysing historical data, market trends, and business drivers to inform budget and forecast assumptions through an evidence-based approach.
- Creating budget submissions, providing recommendations, and presenting budget proposals to Senior Leaders for approval.
- Ensure Income, expenditure and benefits are all captured transparently.
- Capture risk and opportunities and drive action around mitigation.
4. Month-end
- Budget virements & Forecast narrative and risk and opportunities submissions.
5. Strategic Finance Business Partnering:
- Hold and chair finance checkpoints with the Directorate and its stakeholders.
- Financial impacting of business case development and evaluation for new projects or initiatives.
- Monitoring and controlling spending within assigned Directorates to ensure adherence to budgets.
In addition to the above, you will be line manager for a Cost centre Manager (HEO grade) and responsible for their development.
The successful candidate will be expected to embrace the insolvency service values in building relationships across directorates. They will need to respond to feedback and ensure that a Continual Improvement approach is used alongside engaging the stakeholders.
