Job description

The post holder will own the next stage of setup for an Integrated Programme Management Office (PMO), led by DCMS.This will include designing and implementing an PMO structure across HMG delivery partners and leadership of workstreams to ensure we are implementing high-quality practices. The post holder will report into the G6 Head of PMO.

Job Responsibilities:

  • Seeking out and developing first class PMO practices, and working to set the programme up for successful delivery. Providing direction and guidance on deploying best practices across the programme and supporting colleagues.
  • Manage the governance for the programme, owning the regular rhythm of internal, cross-Government and reporting requirements.
  • Establishing and maintaining collaborative working relationships with internal and external project stakeholders. Actively engaging senior level stakeholders when required.
  • Create and manage internal assurance for the programme and manage our external assurance process with National Infrastructure and Service Transformation Authority (NISTA).
  • Supporting the successful delivery of the programme by leading risk and issue management, benefits management, and owning the programme plan.
  • Supporting a multidisciplinary team, with colleagues from different professions, including Policy, Analysis, Commercial and Finance.
  • This role will have line management or task management opportunities of up to 2 SEOs and 1 HEO, with a focus on supporting role and career development.
Person specification

The ideal candidate would have the following key skills and experience:

Essential requirements:

  • Programme Management Office (PMO) - Experience of leading a PMO function in a major programme or, if a Civil Servant, experience of working in a Major Government Project (GMPP)
  • Governance and Controls - Proven experience of developing and managing high quality governance structures, including leading on establishing and operating project controls and reporting on project progress and status to appropriate bodies.
  • Effective Planning - Proven experience of developing complex programme plans, including defining scope, deliverables, time scales, resource requirements and budget.
  • Benefits Management - Experience of identifying, quantifying and tracking the many benefits of the programme, putting in place our benefits management approach.
  • Risk and Issue Management - Experience of establishing robust processes and standards for managing risks and issues.

Desirable Skills:

  • Line Management Experience - especially experience of helping teams to develop in their roles and careers.
  • A recognised Project and/or Programme Management qualification - e.g. APMQ / MSP / PRINCE2, PLP
