Summary

In this role, you are accountable for: 1. Assessing the evolving NHS dentistry environment and network with key influencers, service providers and service commissioners, to gather information that informs clients, NHSBSA dental policy and the development of appropriate services and products.2. Working closely on all dental policy and NHSBSA targeted clinical monitoring matters with the Clinical Team and other Senior Managers of the NHSBSA. 3. Working with a wide range of internal and external customers to identify customers requirements and supporting the development of appropriate clinical services and products to meet those needs, ensuring best use of available resources. 4. Supporting and contributing to reviewing and monitoring of the effectiveness of policies, strategies, resource utilisation and procedures to improve performance and to maintain the targets agreed. 5. Representing the NHSBSA at meetings with external customers (NHSE, WG, PCOs, GDC, NHS Counter Fraud Services, Providers/Performers and others) to consider matters relating to dental policy and monitoring of primary dental services. 6. Providing dental policy advice to a range of internal and external stakeholders.7. Providing clinical opinion and effective analysis and reporting of clinical matters for Information Services. 8. Provide clinical input to the development and implementation of the Risk Management System. 9. Providing clinical input and advice to the NHSBSA Caseworker Team. 10. Meeting with NHSE and PCOs on a regular basis to discuss contracts of concern based on NHSBSA Dental Services (DS) information. Proactively feeding back to the NHSBSA on the relevance of this information and putting forward suggestions for change through formal reports and risk analysis research.11. Ensuring that information is collected on the outcomes for contracts where extra NHSBSA activity has been provided and ensuring this is regularly reported to the Senior Management Team and through the Risk Management Forum. 12. Taking responsibility for analysing the information provided to health bodies from the NHSBSA to look for potential risks. 13. Working closely with WG / NHSE and PCOs to report on NHSBSA monitoring activities and agree appropriate further monitoring activities where required.14. Monitoring and reporting to WG / NHSE and PCOs on NHSBSA performance and outcomes against agreed clinical monitoring objectives, whilst ensuring costs are maintained within the agreed NHSBSA annual budgets and resources. 15. Clinical risk management and monitoring activities to include the examination of clinical records, patients, and feedback to practitioners. 16. Liaising with Information Services to analyse and assess NHSBSA contract monitoring activities and prioritise further targeted clinical monitoring activity. 17. Deputising for other Clinical Advisers or Senior Clinical Adviser when necessary. Working relationships Responsible to: Senior Clinical Adviser Key relationships and connections The post holder is accountable for clinical and professional oversight to the Senior Clinical Adviser and Head of Dental Services & Clinical Policy.The post holder is accountable to the Head of Provider Assurance who is responsible for the development and delivery of the NHSBSA assurance service. Communication and People requirements: Ability to communicate effectively orally, in writing and through presentations, internally with all NHSBSA senior managers and staff including Heads of Services, NHSBSA Board Members and Executive Directors. Ability to communicate effectively orally, in writing, and through presentations, externally with NHSE, PCOs, and other stakeholders. Ability to carry out clinical examinations of patients. Ability to analyse highly complex clinical data and to explain complex clinical reports to non-clinicians. Ability to convey highly complex, sensitive, confidential and contentious information. Ability to employ tact, diplomacy and empathy. Ability to motivate, persuade and negotiate. Ability to deliver presentations to small and large groups internally and externally, including to Foundation Dentists, NHSE Dental Practice Adviser and Section 63 courses to Providers and Performers. Ability to participate in strategic meetings at a range of levels. Training requirements: Ability to mentor and coach clinical and non-clinical staff. Ability to provide expertise regarding Primary Dental Services internally and externally. Management requirements: Ability to manage and implement change. Ability to manage a range of stakeholder interests to encourage the most effective use of professional clinical resource available. Ability to work on own initiative and deputise for other members of the clinical team as necessary Ability to manage and coordinate targeted clinical monitoring and risk management activity at NHSE and WG PCOs level. Analytical skills: Ability to analyse complex clinical and policy information and guidance. Ability to analyse complex clinical activity monitoring information, including identifying new areas of data risk. Ability to analyse complex situations in order to make decisions where there are conflicting issues and contradictory or unavailable information. Ability to understand, interpret and analyse Department of Health, NHSE, WG and wider NHS policy, regulations and guidance and relevant implications for the development of NHSBSA dental policy, clinical products and services. Responsibility for Resources: Ability to manage expenditure within the organisation ensuring service requirements are met and full audit trails are present for all decisions taken. You must be willing to travel within England and Wales with overnight stays including when required at the Eastbourne office. It would be desirable to be in possession of a full driving licence. Administration: Ability to write and present complex reports for the NHSBSA, its clients and customers. Ability to chair meetings with a variety of internal and external stakeholders. Ability to maintain paper and electronic records. Ability to maintain spreadsheets and databases. Strategic and Service Responsibilities: Ability to manage dental policy within clinical and other areas of the NHSBSA DS and represent NHSBSA DS in relation to this work area at high level meetings. Qualification and knowledge requirements: Bachelor of Dental Surgery degree. Current registration with GDC. Strategic and working knowledge of all NHSBSA DSs business processes. IT literate in Microsoft Outlook, Project, Word and Excel. Knowledge of Data Protection and Freedom of Information Acts and all relevant NHS and public sector legislation. Comply with GDC requirements regarding CPD. Experience requirements: Extensive experience in NHS clinical practice. Willingness to undergo and satisfy the requirements of NHSBSA DS induction course (six months). Organisational Skills: Ability to plan and prioritise organisations and own workloads and objectives to ensure all business requirements are met both short and long term. Ability to cope with competing demands for time and resource. Ability to work under pressure to ensure internal and external stakeholders requirements and deadlines are met. Ability to work in, and where necessary lead, various teams at all levels across the NHSBSA. Quality: To comply with and assist with the development of the NHSBSA DSs Integrated Management System and any other quality standards adopted, including Investors in People and Improving Working Lives.
