The Driver Services Platform (DSP) project aims to modernise Driver Services, including the Testing and Registration System (TARS). TARS, which supports core driver services for the DVSA, is outdated and faces several issues such as technical debt, security challenges, and scalability problems. The project seeks to implement a solution that enhances capacity management, flexibility in driving test provision and overall user experience. It will lead to improved driver services and will enable and support future changes to Driver Services operating model.

The Senior Responsible Owner (SRO) owns the overall business change and acts as the champion for the project. You will provide leadership and direction to the project team throughout the life of the project, delegate responsibilities and agree clear limits and performance criteria with the Project Manager.

The SRO ensures effective communication with key project stakeholders, external suppliers and senior sponsors, and brokers relationships within and outside of the project. You will be aware of the broader business and project related interdependencies and ensure effective management of these interfaces.

Working alongside the Delivery Manager, the SRO applies appropriate governance, in line with departmental guidance so the project maintains its business focus. Through the use of best practice agile approaches, you will ensure that the value of the predicted benefits exceeds the cost and risks of achieving them. You will robustly manage project risks and refer any significant concerns regarding the business case and/or value for money to the project sponsor. You will ensure the project aims continue to be aligned with the service, agency and departmental priorities, flagging significant issues to senior sponsors.

Responsibilities

As SRO you have responsibility for delivery of the Driver Services Platform and will be held accountable for:

The business case, its objectives and policy intent;

  • securing and protecting its vision;
  • ensuring that it is governed responsibly, reported honestly, escalated appropriately;
  • identifying and managing risks and issues, as well as coordinating prevention and mitigation where appropriate;
  • leading on resolving integration issues that interact with the project;
  • identification, quantification, and management of the agreed project benefits, as well as successful delivery of any benefits due to be realised during the life of the project. You will also ensure that a plan, with appropriate budget and resources, for the ongoing management and realisation of benefits is in place for after project closure; and
  • ensuring a plan is in place for the closure of the project at the appropriate time as agreed in the business case. This should include transfer of Business as Usual activities and the capturing and dissemination of appropriate lessons.
