Summary
We are seeking a committed and passionate Team Manager to join our network management service, to lead and inspire a team dedicated to ensuring the successful and efficient delivery of the Compliance Team.
Network management plays a vital role in issuing permits, coordinating works on our highways, and managing licensing activities, events, and temporary road restrictions-catching the pulse of our community and keeping our roads safe and functioning smoothly.
The Network Compliance Team works to protect the highway by enforcing permits, licences and road restrictions. They work to ensure safe use of the road network and to hold works promoters accountable for the way they manage their projects, the way they minimise disruption and how they make good the highway upon completion.
The Team has a mix of mobile network compliance officers (NCOs) in area-based teams and office-based Network Permit Officers (NPOs) to carry out this work. The structure of the team is shown at the bottom of the advert.
Salary: £53,350 to £57,005 per annum
Contract Type: Permanent
Working Pattern: Full-time (37 hours per week)
Location: Durban House, Durban Rd, Bognor Regis PO22 9RE. Your temporary base location will be County Hall, West Street, Chichester, PO19 1RQ.
Interview Date: week commencing Monday 02 June 2025
This is predominantly a desk-based role, with the requirement to take frequent phone calls, manage regular interruptions and make occasional site visits.
Regular attendance at your base location will also be necessary, and there will be opportunities for remote work. Final arrangements will be confirmed with the successful candidate.
You will need to be able to travel independently around the county, including to areas that may not be easily accessible by public transport. Pool cars and pool bikes are available.
About the job
As a Team Manager, you will ensure the co-ordination, planning and delivery of the agreed activities and objectives of the team whilst leading the development and shape of the future service provision.

- Leading a team of specialist staff by providing guidance, operational oversight, and expert knowledge; responsible for team planning, performance management, budgeting, and workforce planning.
- Building internal and external relationships and developing partnerships and collaborations with works promoters and other stakeholders.
- Be an advocate for effective network management and minimizing disruptions, demonstrating this commitment through your management approach and communication.
- Working as an integral member of the senior management team, contributing to the overall strategy, management, and development of the Service; providing support and coverage for the Network & Traffic Manager as needed.

Required skills and experience
- Managerial qualifications or demonstrable experience in operational management, including strong people and performance management skills.
- Experience in a highways or transportation-related role, including solid knowledge and understanding of the processes involved in delivering highway works.
- Extensive knowledge of network management, highway licensing, and road space booking, and understanding of how these factors impact works promoters and help mitigate highway disruptions.
- Proven ability to lead a customer-focused team with operational management skills to ensure successful delivery.
- Strong communication skills, with the ability to confidently build relationships with stakeholders at all levels and negotiate effective business solutions.
- Proficiency in project management, including the ability to apply project management principles and practices to complex issues.
- Experience in supervising staff and contributing to the development of a cohesive team to achieve objectives.
