Summary
My client is looking for a Financial Controller to work at an Education Establishment around the Barrow-in-Furness area. This is a Full-time Permanent role, and it will be working all year round.
Salary: £38,397 - £41,898 per annum
Job Purpose:
The Financial Controller will be responsible for operational leadership of all aspects of the finance function, ensuring financial services are provided efficiently across all sites in line with policies, procedures and financial regulations. The post holder will be responsible for ensuring that the financial control framework is robust, and that procedures are consistently adhered to. You will ensure the effective utilisation of resources, staff, and budget, providing a responsive and flexible service to managers and wider staff.
The successful candidate will be a part or fully qualified CCAB Accountant (ICAEW, ACCA, CIPFA, ICAS), with significant financial and management account experience in a medium-sized (>£15m) turnover organisation, preferably gained within the public or third sectors.
Duties & Responsibilities:
Financial
• Day to day operational control of the financial / management accounting systems.
• Lead on the preparation of year-end Financial Statements, in accordance with the relevant accounting standards and requirements of the Education & Skills Funding Agency (ESFA).
• Support the annual budget setting process, including any mid-year revisions.
• Produce timely monthly management accounts, cash flow reports and
• reconciliations, financial statistical returns, along with other management reports as required.
• Budget holder support and liaison over budget performance, financial forecasts and other financial needs as required.
• To advise budget holders on tendering and quotation arrangements to ensure that specifications are appropriate and the best value for money is obtained.
• Liaison with Bankers, Internal and External Auditors and other specialists as required
• Management of VAT returns and ad hoc issues.
• Maintain and develop the chart of accounts.
• To ensure the Financial Regulations and Procedures are kept up to date and reflect sector best practice. Implementation of monitoring procedures to ensure that the established protocols are adhered
• Maintenance, administration and procurement of accounting and payroll systems
• Oversee payments to suppliers, in line with policy or supplier agreements.
• The collection of all debts as they fall due from employers, students, and other customers.
• Preparation of ad hoc grant claims
• Payroll – payment of monthly salaries and adjustments, and statutory deductions of Income Tax, National Insurance, other statutory deductions and contributions to pension funds.
• Cash collection, management and banking
• To control expenditure against an agreed budget
• To ensure value for money of all resources within function including staff and systems
• Ensuring that the regulatory requirements of all statutory bodies relating to finance function are met and that there is compliance with all prevailing legislation.
• To lead on the area self-assessment and Quality improvement Plan(s)
• Update any legislation that may impact upon your areas policies and processes
Management Tasks
• Attend and contribute to Full Management and Support Managers Meetings
• To represent on all appropriate issues with external agencies, authorities and committees
• Prepare and respond to Audits & Inspection
• Undertake staff development as appropriate to meet targets and ensure the effective and efficient performance of duties
• To carry out Performance management for staff and support their continuous professional development
• Leadership and development of the Finance Team
• Support management in all promotional and recruitment events, e.g. open days, careers fairs etc.
• Contribute to induction and training programmes for staff
• To promote and protect the reputation of the establishment
• To contribute to the risk register
