Summary
Responsible for the overall management of the Trusts Data Warehouse and the team which support it. Responsible for end-to-end data provision, ensuring that data is acquired in an efficient and complete manner before transforming it and provisioning back to users in a transparent and well documented fashion. Develop and oversee highly complex Extract, Transform and Load (ETL) processes and manage Azure SQL (and legacy Microsoft SQL server/Oracle) databases. To be the lead technical expert and provide highly specialist technical support and advice for the existing set of database applications. Ensure the Trust submits accurate and timely national returns such as the ECDS and CDS, which is the published record of the Trusts activity and the mechanism by which it receives its income. Develop and maintain technical standard operating procedures used by the Data Warehouse team and ensure they are followed. Manage the Data Warehouse system architecture, assess whether data items/tables are correct, ensure data anomalies identified are investigated and instigate corrective action where required. Develop and automate quality assurance procedures, establish audit trails for each item of data being held & reported in the warehouse to enable data validation tests to be applied. Ensure version control framework is applied to the Data Warehouse. Manage the system administration of the Data Warehouse and Trusts business intelligence reporting systems as required, e.g. manage access rights of users giving them role-based access rights to certain data only, setting up groups and managing licenses; be a principle point of contact to solve reporting system problems. Support and contribute to the development of the Federated Data Platform canonical data model and rollout of products across UHN by ensuring availability of data. Ensure appropriate security controls are in place for access to data and that appropriate data security policy is adhered to within the team. Ensure information is processed in accordance with Information Governance Policy. Support the process of options appraisals, procurement and implementation of new technologies/products used to implement the Data Warehouse. Pro-actively review new and emerging technologies and their potential benefit to the Trust, and where relevant develop business cases for these technologies. Provide and analyse complex and sensitive datasets to support the wider Health Intelligence teams delivery. Advise key internal customers/stakeholders on management and storage of datasets and analysis tools available to them. Support the documented change control process and ensure it is constantly adhered to for all changes. Conform to the changes in national payment mechanisms and support the development of information systems necessary to fulfil any requirements resulting from that guidance. Assist the management of necessary changes within the data warehouse and the Trusts Electronic Patient Records (EPRs), liaising with system experts and the internal applications team throughout the systems life cycle to ensure that the warehouse is synchronised with the frequent changes/updates within the EPR. Develop and provision appropriate tools to support data collection processes which sit outside of core clinical systems and allow them to be stored in the Trusts DWH. To analyse highly complex issues and using a number of different sources such as patient clinical records, clinical information systems, demographic systems and external sources, interpret the information to determine correct outcomes using judgement when information is not clearly defined. Developing collaborative partnerships and effective working relationships with colleagues in other teams/directorates and healthcare organisations to deliver a cohesive approach to the provision and use of information. Working with senior colleagues in shaping strategy and policy for the Health Intelligence team, promoting a culture of evidence-based decision making. Representing the Health Intelligence Team at high profile and sensitive meetings, contributing to outcomes and maintaining the reputation of the department
