Summary

The Strategy and Growth group is the strategic centre of DBT, responsible for driving long-term, sustainable economic growth by encouraging businesses to invest and grow, both domestically and internationally. This is achieved through planning, analysis, and facilitation of work. The group focuses on creating a pro-business environment that enables high-value investment, trade, and job creation throughout the UK.​

​The primary framework for this is through the government’s long-term Industrial Strategy, working in partnership with business, to build on the UK’s unique sectoral strengths and high-potential clusters which is central to the government’s Growth Mission.​

​The objective is to drive growth by taking advantage of the UK’s unique strengths and untapped potential. It aims to enable the UK’s world-leading services and manufacturing sectors to adapt and grow, seize opportunities to lead in new sectors, and create high-quality, well-paid jobs. We also seek to support Net Zero, regional growth, and economic security and resilience. Underlining the government’s commitment to certainty, stability, and long-termism.​


The Pro-Business Environment Team brings together cross-government work on crucial drivers of a thriving economy including regulation, competition, trade, skills, recruitment of international talent, infrastructure, planning and transport. These areas are key to enabling growth, boosting productivity, and creating the conditions in which UK businesses can succeed. ​

​As Deputy Director of the Pro-Business Environment Team, you will drive forward the government’s work to develop and deliver an ambitious, modern Industrial Strategy, addressing the needs of the growth-driving sectors and of the places in which those sectors have greatest potential. You will play a central leadership role in the Unit and work closely colleagues across DBT, HMT, and a wide range of internal and external stakeholders to shape policy that supports business success. This is a high-profile role, requiring strategic insight, political awareness, and excellent stakeholder management. You will lead the existing Pro-Business Environment team of c17 FTE, supporting their growth and ensuring high performance.​

Key Responsibilities

  • Set strategic direction on the pro-business environment as part of the Unit's Senior Leadership Team, ensuring it reflects ministerial priorities, responds to economic trends, and aligns with wider government policy.​
  • Lead and develop a high-performing team, creating an inclusive, collaborative culture that supports innovation and delivery.​
  • Work closely with senior colleagues in HMT, DBT, and other departments, aligning policy and ensuring coherence across key economic policy levers such as skills, infrastructure, and regulation.​
  • Engage confidently with business leaders, trade bodies, regional organisations and delivery partners, ensuring that policy is grounded in real-world insight and supports long-term growth.​
  • Oversee high-quality policy development, ensuring decisions are supported by strong evidence, clear analysis, and rigorous delivery planning.​
  • Provide visible leadership across the Pro-Business Environment Portfolio and the Unit, contributing to strategy, corporate responsibilities, and capability development.​
  • Maintain robust governance and risk management, ensuring resources are effectively deployed and accountabilities are clear.​
