This role has a starting salary of £45,680 per annum, based on a 36-hour working week. This is a 12-month fixed term contract / secondment opportunity.
We are excited to be hiring a Senior Learning and Development Consultant to join our fantastic Learning and Development team within People and Change. In this role you will work collaboratively with other members of the L&D team and work closely with the Data Strategy team as well as other colleagues in People and Change and wider stakeholders.
This is a hybrid role, and you will have the option of working from home for some of the week. You will be expected to attend one of our offices when business need requires you to do so; usually at least twice a week. Many of our staff also work flexibly so we welcome a conversation as to what might work best for you.

About the Role
As a Senior Learning and Development (L&D) Consultant, you will work with stakeholders to understand L&D requirements and deliver the L&D lifecycle for the Data Academy. You'll find our team supportive where we work collaboratively to respond at a fast pace to evolving learning and development needs across the organisation, so you'll be well supported to develop and embed the data offer within the wider corporate L&D offer.
In this role you will work on a variety of Learning and Development projects to build data skills and understanding at all levels of the organisation, so that staff are confident in working with data. The learning and development offer will be built around our data principles:
- We value data as an asset
- We actively manage data
- We share data appropriately
- We use data to support decision making
A large focus of your work will be on growing and evolving the council's Data Academy. This will involve working with data specialists across the organisation to create, coordinate and execute compelling learning and development offerings. You will ensure that the Academy has a broad offer encompassing programmes for leaders, officers and analysts with content including data literacy, data management, insight tools, data analysis and impact measurement skills.
The Data Academy is a vital part of our continuing journey to improve how the council manages and uses data. It will help us to enhance data skills across the organisation, ensuring that we can use data to power our processes and support our digital transformation, facilitate better and more robust decision making, and to build trust with our residents. You will also lead work to identify the knowledge and skills our data specialists need and identify appropriate training.

- Practical experience of managing, designing, developing, coordinating and delivering large and small-scale training programs
- You are highly organised, motivated and have excellent communication and stakeholder management skills
- You are passionate about data and understand the role of data in driving transformation and improving services
- You will be highly collaborative and focused and delivering L&D programmes that help drive cultural and behavioural change
