Hybrid working with an expectation of at least 2 days in the office after initial training is complete.

Key Requirements:
CIPD Level 5 or equivalent qualification in Human Resources (desirable).
In-depth understanding of temporary staffing models, frameworks, and relevant employment legislation (e.g. IR35, AWR).
Strong experience managing relationships with Managed Service Providers or agency vendors.
Excellent analytical and reporting skills to monitor performance and trends.
Demonstrated experience in local government or wider public sector recruitment is essential.
Knowledge of public sector procurement practices and funding limitations.
Experience using recruitment technologies and workforce analytics tools.
Familiarity with equalities legislation and inclusive hiring practices.
This is a pivotal role focused on managing the full recruitment lifecycle for temporary workers, partnering with departments to ensure effective resourcing while driving initiatives to transition temporary staff into long-term, cost-effective, and compliant solutions.
Key Responsibilities:
Manage the end-to-end agency recruitment process in line with public sector policies.
Collaborate with hiring managers, HR, procurement, and MSPs to ensure efficient, compliant hiring.
Reduce off-contract spend by developing cost-effective staffing strategies.
Ensure adherence to IR35, Agency Worker Regulations (AWR), and employment standards.
Implement conversion strategies to support the transition of agency staff to permanent roles.
Monitor labour market trends and recommend solutions to address skill shortages.
Track and report on recruitment metrics to inform strategic decision-making.
