Summary

Here at West Sussex County Council (WSCC) we have an opportunity for a Payroll Team Leader to join our HR Shared Services team which aims to give the best possible Payroll and HR Administration service to the organisation

Salary: £38,626 to £41,511 per annum (£31,318 to £33,657 per annum, pro rata'd)

Working Pattern: Part Time, 30 hours per week

Location: County Hall, Chichester and hybrid working from home

This is one of a number of Team Leaders working collaboratively to delivery high quality continuously improving payroll and HR support to schools, the Council, and external partners. Initially the role will lead the HR Administration Team, responsible for the administration service and business performance assurance activity across all Shared Services functions (Payroll, Pensions and HR Admin). However, the role will be integral to the overall management of the service including leading payroll activity in times of high demand.

This is a key role responsible for applying payroll and HR expertise in monitoring process and system performance and ensuring the development of interventions to address issues, with a strong focus on service quality and policy and legislative compliance.

You will lead the HR Administration team in managing system and process implications arising from organisational change. The role will work across HR&OD to understand demand for HRSS from HR and OD projects, changes, and policy review to inform resource planning across the service.

You will lead the team to deliver services such as Right to Work, contractual administration, DBS applications, position and structure changes, redundancy, probation period letters, invoicing, SAP reporting quality assurance checks and SAP system requests. Please note Oracle Fusion is being implemented in April 2026.

Working as part of the HR Shared Services Management team, the role will undertake projects aimed at improving service efficiency and customer experience improvements and to play an active role in the leadership of the service, to support improvement and service delivery as demand requires.

What are we looking for?

  • Advanced customer service skills including written and verbal communication skills to present technical information clearly, contributing to reports and complex correspondence and staff communications appropriately.
  • Good numeracy and analytical skills and to make sound and accurate financial calculations, working methodically and in detail, checking accuracy and completeness of calculations for a range of benefits / payroll information and other similar work, quickly and reliably.
  • Ability to supervise and develop staff, providing direction, guidance, support and on the job training to individuals and teams.
  • Ability to contribute to reviewing working practices to ensure compliance, improvement in efficiency, and in response to legislative change. This includes the ability to analyse current practice, recognise where change is needed, and contribute to improving working methods, systems and the effectiveness of processes and service delivery.
  • Strong problem-solving skills to analyse complex specialist information and find practical solutions with an understanding of relevant legislation and policies. Ability to resolve more unusual or complex cases and develop practical, effective approaches and solutions according to individual circumstances.
  • Ability to manage complex work to timescales and to contribute to team planning and prioritisation of work over the medium term, setting timescales and organising activities in co-ordination with others to deliver objectives to deadlines.
