EO PMO Support Officer

This is a once in a decade opportunity to be part of designing a new operating model for HR and Finance services in the Cabinet Office.

The Cabinet Office is looking for a PMO Support Officer to join a team of programme, functional and technical specialists working together to deliver the MyCO Programme. The MyCO Programme is a small, focused team made up of programme, functional and technical specialists delivering a major corporate services transformation programme at the heart of government.

The Programme is accountable to the Chief Operating Officer and Cabinet Office ministers, and has been set up to deliver the government’s Shared Services Strategy for the Cabinet Office. The Programme goes beyond IT and service replacement - this is about transforming how we deliver corporate services. The focus is on business and organisational change to ensure the technology and services introduced optimise the way we work.

The MyCO Programme sits within a wider cross-government programme, the Matrix Programme, which is a transformation initiative working with eight other government departments. The Matrix Programme is a unique cross-government collaboration that will unlock simpler, better, and more joined-up working by bringing together the systems, processes, and ways of working for key government functions such as HR, Finance or Procurement, commonly known as Shared Services.

Matrix will deliver the Government's three overarching objectives for shared services:

Better experience for all users - intuitive systems that are easy to use and mobile-enabled.Efficiency and value for money - better systems and services which support productivity and seek to reduce costs.Standardised processes and data.

The role

Please note this is a busy and high performing team, consisting of specialists delivering a time-bound programme - there is limited opportunity for ‘on the job learning’. The successful candidate will be highly experienced and able to ‘hit the ground running’.

Reporting directly to the MyCO PMO Manager, the PMO Support Officer will help support the day-to-day general running and operations of the PMO. You will be actively involved in the coordination, set up and running of the programme's governance meetings including the programme board, and a broad range of other meetings involving multiple stakeholders. You will also lead on tracking of deliverables, activities and actions across the MyCO workstreams and maintaining key programme artefacts. There will also be the opportunity to get involved in the Financial Administration (month end reporting), Risk Management and Highlight Reporting for the Programme which is crucial for anyone seeking broad experience of Programme delivery disciplines.

You will have strong organisational skills and attention to detail, and be able use your experience of administration and coordination flexibly to meet the needs of a dynamic, fast-moving and highly complex programme.

Key responsibilities

The role involves, but is not limited to:

  • PMO Secretariat: Provide secretariat support for MyCO programme board and other governance meetings
  • Meetings: Lead on meetings arrangement as required by the programme team (scheduling events, videoconferencing, attendee lists, room bookings, etc)
  • Programme tracking: Maintenance of systems to support active tracking of programme deliverables, activities and actions
  • Governance artefacts: Maintenance and circulation of key PMO governance artefacts and documentation
  • Continuous improvement: Contributes to the continuous improvement of the PMO through feedback and process optimisation
  • Programme RAID and reporting: Support maintenance of Programme RAIDs, Plan, Reporting and other key PMO artefacts to assure smooth running of the programme
  • Finance: Raise purchase orders, adjustment and accrual journals as necessary, process invoices, monitor project spend and present month end updates to the Senior Leadership Team.
  • Budget forecasts: Contribute to the compilation of budget forecasts and carry out ad hoc financial/ contract spend analysis.
  • General office management: Leading on managing shared inboxes, IT Kit requests, recruitment and Security applications/ procedures.
