Lead Business Designer – Role Overview

Lead Business Designer is an exciting new role within the Valuation Office Agency. Reporting to the Director of Strategy, Policy and Transformation you will be responsible for building and leading the VOA’s new business design and business architecture capability.

There will be significant exposure across the Agency’s senior leaders, and you will have the opportunity to set out the overarching intention for the Agency across people, processes, information and technology, to ensure the Agency meets its strategic objectives and business goals. You will define, promote and build (independently and through other teams) the value of the enterprise and business architecture of the Agency, bringing it together with customer-centred service design across our major service areas.

Lead Business Designer – Key responsibilities

Building the Business Design and Architecture function within the VOA

  • Partnering with VOA leadership and broader Agency teams to define clear responsibilities, handovers, governance and areas of joint working.
  • Promoting the value and impact of business design for the VOA, building knowledge, capability and maturity of business design and architecture across the VOA.
  • Identifying, promoting and ensuring leadership buy-in for established business design frameworks and outputs for appropriate context.
  • Defining the major outputs of the Business Design Team and partnering with other areas to ensure these support business and transformation needs.
  • Establishing the business design’s governance and work approach within the context of the broader Agency’s governance and working practices, including providing the business design link between programmes and business change functions.
  • Defining and recruiting the Business Design Team, and partnering with the broader Agency to ensure roles and skills meet business needs and timings.
  • Setting out the appropriate training and professional development for the team and broader business design network.

Leading and managing the Business Design Team

  • Providing guidance and leading development on service design and enterprise/business architecture to business architects and business analysts.
  • Ensuring appropriate coordination between the Business Design Team and other design, technical, operational and transformational teams.
  • Taking overall responsibility for business design products and outputs developed by the team.

Reforming the Business Design Authority to give it more agency-wide impact; coordinating across teams to ensure the right people come together to make key business, technology or governance decisions.

Collaborating with the technical architecture function throughout the business design lifecycle, ensuring that the business and technical designs are aligned and able to realise the business outcomes (you are not responsible for the technology infrastructure).

Creating and owning the high-level enterprise/business architecture of the VOA.

  • Enabling an understanding of the end-to-end services and how transformation impacts along these, bringing in the appropriate teams as necessary to develop strategic solutions and make evidence-based decisions.
  • Ensuring alignment between design-led transformation initiatives and the VOA’s strategic objectives and overall business and technology goals.
  • Coordinating and impacting design initiatives across programmes, projects and operational business areas and addressing trade-offs.
  • Assuring service-level solutions against the broader VOA backdrop.

Setting out and future-proofing a strategic view of the VOA’s core services through Business service design.

  • Developing and maintaining the high-level blueprint for Council Tax service design.
  • Gradually taking ownership of and future-proofing the high-level blueprint for Business Rates Reform service design following longer-term transition from the Next Generation Rating programme.
  • Ensuring the best possible service design that balances the needs of policy intent, customers, available resources and value for money.
  • Coordinating the impact assessment of proposed changes to business processes, data, technology, and people across the relevant council tax and business rates service level blueprints and providing evidence-based transformation solutions.
  • Working closely with technical, user-research, data, business and programme design leads in agile and matrix team environments.

Linking into broader government Business Architecture profession, sharing best practices and foster professional collaboration.
