Summary
The current service, launched in 2019, uses a software-as-a-service platform with self-authoring capabilities to create and deliver tests. Through this we’ve grown the service from a core 3 adaptive tests to over a dozen including those for the Civil Service Fast Stream and other organisations.
These tests are designed to be a reliable, accessible and inclusive way of assessment to help us hire the right people for the right roles. To do this we’ve set ambitious standards that go far beyond what many other test creators expect.
We are looking for a Senior Business Analyst to join Cabinet Office Digital within the Cabinet Office, to help develop digital recruitment tools that support our colleagues in Government Recruitment Services (GRS)
As a Senior Business Analyst, you will take the lead on identifying, understanding and explaining business and user needs for our digital delivery teams. You will lead on capturing user stories and requirements for our service. This will mean working closely with operational delivery teams to understand their business processes, architecture, structures and needs. We’re looking for creative and analytical individuals who are passionate about changing and improving processes, and who like to take initiative, challenge the status quo, and work collaboratively.
As a Senior Business Analyst, you will work alongside the Product Manager, to lead on the performance and expansion of the Online Tests & Assessments (OTA) service which currently provides psychometric tests for recruitment across the Civil Service.
Your focus will be on a series of Discovery Alpha and Beta projects to expand the service in new directions to meet broader user and business needs. This could include working with the wider public sector to make our tests more widely available or developing new types of assessments.
Responsibilities
We follow the GDD job description model for Senior Business Analyst. We'd expect the role to have a good understanding of the Government Design Principles, as well as the GDS Design System principles.
We’re looking for people who are passionate about creating accessible services that are simple enough for everyone to use.
You will:
- Lead on the identification, recording and communication of complex business needs and processes to a range of audiences. This will include using a range of approaches such as user stories, process models, root cause analysis, use case maps and many others;
- Lead on the collaboration with supplier technical teams and other internal technical teams such as CSJobs, to define requirements and lead on their implementation from inception to testing and launch;
- Work with BAs or Tech Lead to develop and refine product backlogs, using evidence and data to inform their scope and value. Work with Product Managers to prioritise these and develop roadmaps;
- Ensure that requirements are ready for development on time according to sprint goals, as agreed with the delivery team;
- Work with the BAs to design and improve the business processes that underpin our digital services so that they are simple, standardised and (where possible) automated. This may also include creating effective assisted digital journeys for our users unable to use the online service;
- Communicate technical concepts to non-technical audiences which may include facilitating workshops or leading presentations;
- Work with operational teams to deliver business change activities that make the Civil Service more effective. Engage with stakeholders and colleagues to gain their support and commitment to changes;
- Ensure that our digital services are designed to meet government digital standards, including usability, accessibility and security;
- Assist business stakeholders in defining acceptance tests for new business processes and IT systems, and take responsibility for the effective execution of the acceptance tests;
- Support the development of acceptance criteria for user stories to ensure that any new features or products have robust and efficient testing so that they meet user and business needs. Work with quality assurance testers and the wider delivery team to test our services before releases and rollout;
- Support procurement activities to ensure we select the best software and delivery partners, such as developing specifications and evaluating suppliers. Ensure our needs and requirements are fully understood by suppliers and work in partnership to deliver them;
- Lead on investigation and research for new technologies that could be adopted, including market and technical analysis, cost to serve, and help the Product Manager and Service Manager make value-driven decisions;
- Help with development and submission of Business cases, taking the lead on requirements definition and value analysis;
- Develop performance frameworks with meaningful metrics to assess the value and effectiveness of our services;
- Collaborate with other delivery teams and stakeholders to maintain and improve our other services, using data-driven evidence to identify and address unmet or under-served needs.
