Summary

One of the highest priorities for the Civil Service is improving commercial capability across Government, a priority being driven by the Government Commercial Function (GCF). Annual central government commercial spend on goods and services is c.£80bn, increasing to c.£300bn when wider public sector is included. This means even the smallest capability improvements can unlock huge value across the system.

As part of the GCF’s work, the Blueprints team works with Commercial functions across Government to support the creation of Commercial Blueprints for each Department. The Commercial Blueprint is an essential product in the capability suite of products enabling the right sizing of commercial teams. It follows a robust methodology and bench-marking, allowing Government departments the business case vehicle for people investment. Since its launch it has successfully enabled funding from HMT off a further £18m of FTE into the GCF.

The rigorous review and sign off process they go through means they are often used in discussions with Commercial Directors, Permanent Secretaries, the Government Chief Commercial Officer (GCCO) and other senior stakeholders to support decision-making.

The Blueprints team sits within Contract Management and Capability Services, part of the Commercial & Grants Function Business Unit. It is a small team of 4 FTE led by a Grade 6 Head of Blueprints, reporting directly to the Director of Commercial and Contract Management Capability.

The team works closely with other data owners across the Cabinet Office (workforce planning, DDaT teams, Grants function and others) as well as regularly engaging each central Government department throughout the data gathering process. Further ambition is in place to engage teams in wider Government bodies to roll out Blueprints beyond its current central Government footprint.

Additionally, the Blueprints team have ambition to:

Digitise the current product and data collection methodology to enable improved transparency and bench-marking between government departments and bodiesExpand the service and product beyond central Government departments into the wider public sector in support of improving commercial and contract management capability

The Cabinet Office is seeking a proactive and analytical HEO Blueprints Analyst to join our dedicated Blueprints team. Reporting to the Grade 6 Head of Blueprints, you will play a pivotal role in the designing and developing tools to collect and analyse data across central Government departments. This position offers an exciting opportunity to create and deliver process and tools to shape data-driven decisions across Government Departments.

Key responsibilities and duties will include:

  • Collaborate with Cabinet Office and cross-Government teams to define precise questions and data points for data submission for upcoming Blueprint rounds.
  • Design tools and processes to optimise data collection across multiple Government Departments
  • Guide and support teams in fulfilling data requests and provide constructive feedback to enhance clarity and messaging.
  • Analyse incoming data and provide actionable insights, bench-marking, and strategic recommendations for inter-departmental collaboration.
  • Prepare and present an updated Insights Report, summarising key findings and proposing next steps based on your analysis.

As part of a small, high-performing team, you will play a vital role in enhancing processes for data collection, analysis, and interpretation, as well as creating impactful data visualisations. You will assist departments with their data submissions while maintaining strong connection with the wider Blueprints team to exchange insights and best practices. Your capacity to work independently, alongside your collaborative nature, will be crucial for reaching our shared objectives.
