Summary

The Department Business and Trade (DBT) is the department responsible for UK trade across the world and pursuing trade opportunities available to the UK. We are recruiting for a Rules of Origin Trade Policy Team Leader in the Trade Policy Implementation and Negotiations Group (TPIN). Here we work at the cutting edge of shaping the UK’s approach to trade policy and trade negotiations.

Rules of origin concerns the treatment of goods and where goods originate from. It is a technically challenging policy area that demands a wider understanding of strategic trade policy issues, including existing and future supply chains. The role will focus on developing and leading rules of origin trade policy – this could cover bilateral negotiations, multilateral work, cross-cutting policy, and implementing the commitments in the wide range of existing FTAs that the UK has in place. While other parts of the team will travel for work regularly, this role is not expected to include travel on a regular basis.

The precise portfolio will be subject to the successful candidate’s skills and experience and the priorities of ministers – the role therefore may adapt to respond to these priorities as they evolve. The candidate will be based in the Trade in Goods Team, in the Trade Policy, Implementation and Negotiations Directorate. This is an exciting and stimulating area to work on, with significant interest from stakeholders and across government departments and key interactions with foreign policy objectives.

The Trade in Goods Team aims to be an inclusive and diverse group of people, who work on varied and engaging issues in a supportive learning environment and who adopt flexible policies to accommodate a wide range of personal situations.

The key accountabilities of the role are:

Policy Development – The successful candidate will work with colleagues to consider various aspects of our trading relationship and develop policy and negotiation positions. They will need to work with technical information on a daily basis. They will make recommendations on the action required in the UK’s best interest and government priorities using their own policy expertise and judgement. They will also draw on input from analysts, legal, DBT policy teams and technical experts, other government departments (OGDs) and Overseas Posts to find the best course of action and make recommendations to Ministers and SCS.

International Engagement – Carry out substantial engagement with international counterparts. We need the successful candidate to be able to both independently lead UK representation and support Ministers and senior officials.

Cross-Government Working – The role involves significant liaison and collaboration with colleagues from across relevant DBT teams and OGDs to develop and evolve UK policy positions. The successful candidate will need to establish trusting and productive working relationships to support their work.

Strategic Approach – Take a strategic view when completing technical work and analysis to ensure the policy development process takes account of the UK’s wider trading and political relationship with other international partners; the broader bilateral economic relationship; domestic priorities.

Leadership – Playing a key role in the leadership of the team to contribute to a positive working atmosphere for all. The role will include some line management and will require the candidate to work in a flexible way to help us manage a changing policy environment.

Programme Management – Efficient management of the candidate’s overall work and that of their team is necessary to ensure effective use of limited resource.
