Key Requirements:
Trained in Project / Programme Management Methodology (PRINCE 2, PMP, RMP, APM, MSP or other)
5+ years in managing large scale / complex projects and programmes.
Strong attention to detail and ability to manage financial reporting.
Strong Planning and project / programme control skills.
Proven leadership, analytical, people management and strong communication skills.
Ability to manage stakeholders at all levels of the organization.
Proficient in using MS Project, or similar planning tools.
The Programme Manager will be responsible for the successful delivery of the Electric Vehicle Infrastructure (EVI) work programme working directly to the Programme Director (Transport Planning Manager).
As programme manager and working closely with members of the EVI team, candidates will establish work streams, resource needs and financial requirements. They will work with colleagues across the council and bring in external expertise (consultants) as required to support on legal, procurement, resourcing and technical matters.
Key Responsibilities:
Governance - Define the programme governance in line with the approved process used by the organisation. Establish the meeting landscape.
Planning / Scheduling - Plan the overall programme schedule, co-ordinate the constituent projects and their interdependencies.
Resources - Manage resources assigned to the programme; define roles and responsibilities. Mentor, guide and support the project managers.
Finance – Own and manage the overall programme budget.
Progress - Daily programme management throughout the programme lifecycle.
Risks / Issues - Manage programme level risks and issues including mitigation plans. Escalation point for key project level risks and issues.
Assurance – Ensure readiness for and attend project Health Checks and Gateway Reviews.
Quality – Support the use of organisation standard tools and templates. Manage and maintain programme level documentation.
Benefits Realisation – Align deliverables to the programme outcomes.
Stakeholders – Establish and manage relationships with senior and key stakeholders including clients, BAU, Third Parties, Members etc.
