The post would sit within the Financial Investigation Unit (FIU), which is part of the Investigation and Enforcement Services Directorate (IES). The team provides expert Asset Recovery work under the Proceeds Of Crime Act 2002 (POCA) supporting criminal and Intelligence investigation teams, to the wider agency and external partners. Team members are located across the country.

This is an exciting new role, helping to support investigation and enforcement under The Proceeds Of Crime Act 2002. Using Financial Intelligence and sensitive financial information provided by the National Crime Agency (NCA), you’ll carry out enquiries, building intelligence profiles that will inform investigation decision making. Contributing to the protection of the UK, its citizens and its economy from economic crime.

The postholder will be given the opportunity to continue their Financial Investigation training pathway with the NCA looking to build and develop their skills in other more specialist areas.

With experience of dealing with money laundering, financial and fraud investigations, you’ll be an accredited Financial Intelligence Officer (or willing to work towards this). You’ll have a basic understanding of civil recovery processes, confiscation, restraint, account freezing orders and the Proceeds Of Crime Act 2002.

You can also conduct enquiries, working methodically, organising your workload and meeting strict statutory time limits. Able to use databases, you’ll be fully IT-literate – and keen to play your part in bringing offenders to justice.

Produce Intelligence profiles research and assess POCA referrals. Whilst identifying criminal offences and/or recoverable assets. Research will include checks undertaken on databases, PND, Equifax, Experian, Land Reg, Companies Houses, PNC, Moneyweb, Open-source research and provide full details of the suspect’s current financial status.

The post holder will be expected to:

  • Provide reports and present findings with recommendations and take all necessary follow up action.
  • Plan, manage, and prioritise workload to agreed timescales.
  • Determine the best course of action to collate intelligence required in line with legislation and policy.
  • Have the ability to engage with people at all levels, including key stakeholders internally and externally.
  • Produce financial profiles, including use of I2 and Altia systems to support analytical work.
  • Develop financial profiles of selected subjects as directed, obtaining, analysing and interpreting financial evidence and intelligence from all available ‘restricted’ and ‘open’ sources that will enable effective decision making to be made against subjects.
  • Identify opportunities for the recovery of criminal assets by means of either prosecution and confiscation, or by civil recovery, using part 5 powers for the forfeiture, funds held in bank accounts, and crypto currency.
  • Work with requests for information from a wide range of internal and on occasion external stakeholders.
  • Manage FIO inbox in receipt of financial intelligence requests.
  • Access, financial intelligence systems and understand handling of personal financial intelligence.
  • Update and maintain Insolvency Service databases in relation to FIU Asset recovery.
  • Liaise with AFI’s and AFI manager in relation to financial information requests.
  • Assist with ad-hoc financial intelligence projects and assist in the preparation of financial intelligence reports.
  • As a qualified FIO, undertake relevant banking enquiries.
  • Collate and process referrals received, recording these on local systems and take action as appropriate. Determine what databases to use to research these requests and detail the results of these on the secure Insolvency Service system sending the completed profile/referral to the Investigating officer or manager.
