Summary
The Central M&E Team is a critical part of DBT’s ability to demonstrate the impact and value of what it does. The team works closely with analysts from across the department, programme leads, project delivery teams, the Director of Analysis and Senior Analysts to set a strategic direction for the Department’s monitoring and evaluation function and programme. The team has three main functions:
- Embedding and assuring M&E across DBT – leading on implementing the Department’s M&E Strategy, governance, and tracking delivery. The team leads the M&E keyholder function ensuring that every programme has robust M&E plans and these are clearly set out in business cases and funding bids. The team also plays a key role in supporting fiscal event planning, including with Spending Review bids.
- Technical M&E support - providing technical advice to teams and programme/project leads on the design and delivery of monitoring and evaluation across the full spectrum of DBT’s activities. The team works closely with the Evaluation Task Force in building a culture of evaluation, transparency and accountability across government.
- Capability building for M&E – producing and updating central guidance for monitoring and evaluation and post implementation reviews of regulation. The team coordinates a community of M&E practitioners across DBT by organising events, sharing good practice across the department and providing a platform for peer support. We also procure central training and works with the policy profession and all analytical professions to ensure staff across DBT use M&E effectively.
The Role
You will be responsible for leading the Central M&E team, driving forward the implementation and evolution of DBT’s M&E Strategy, ensuring that M&E is at the heart of everything we do as a department. You will be a key member of CREM’s leadership team and lead a team of three highly skilled and motivated analysts supporting colleagues from across DBT to design and implement robust programmes of monitoring and evaluation.
Key responsibilities of the role include:
- Working with colleagues from across DBT, OGDs and the Cabinet Office’s Evaluation Task force to ensure all major DBT programmes are fully evaluated and plans and outputs are published in a consistent and timely manner.
- Leading M&E support for fiscal events (including the Spending Review), working with analysts from across DBT and OGDs to quality assure M&E plans in business cases and spending bids.
- Leading the refresh of DBT’s M&E strategy.
- Leading capability building across DBT and providing technical evaluation support as required.
- Delivering tailored M&E training to teams as required.
- Regular reporting to seniors including DBT’s DG M&E sponsor.
- Direct line management of a team of three analysts and matrix managing others from CREM as required.
