Summary
The EM/SA post directly reports to the Head of Corporate Services/Business Manager (HCS/BM) and prime responsibilities are:
Directly Line Manage the INM Technical Services Manager, being responsible for:
Facilitating the rectification of infrastructure defects.
Planning and implementing infrastructure change via DIO & the Maintenance Management Organisation (MMO), to improve the INM estate.
Ensuring infrastructure is fit for purpose, safe & compliant and able to support INM’s key Defence medical, scientific and other outputs.
To lead on behalf of EESO/CO in the design, practical implementation, maintenance and improvement of INM's Health Safety & Environmental Protection (HS&EP) policy, including the running of the INM HS&EP Committee and related meetings, the updating of INM HS&EP Standing Orders and liaising where necessary with the Defence Fire Safety Officer.
Interpret new and existing safety legislation and to ensure that guidance is given to Line Managers on compliance as required.
To receive and promulgate Health and Safety information, publicity, etc..
To take the lead as the Establishment Environmental Protection Advisor (EEPA) by maintaining, developing and communicating INM’s Environmental Management System (EMS).
To act as the Fire Liaison Officer for the site. Facilitating the delivery of site wide exercises, liaising with the local Fire Service and the maintenance of INM’s Fire Risk Assessments in conjunction with Capita Fire & Rescue Ltd.
To promote, review, develop, improve and enforce where necessary, the INM 4Cs (Coordination, Cooperation, Communication, and Control) System and related policy on behalf of the CO/HoE. The EM/SA is the delegated Appointed Person for 4C’s.
To attend Weekly Infrastructure Meetings and deputise for HCS/BM at Monthly Site Infrastructure Monthly Meeting (SIMM) / quarterly meetings. Liaise with the MMO and DIO with the arisings from the meetings and review and agree any infrastructure plans.
Occasionally, as required, deputise for HCS/BM at other non-infrastructure or Health & Safety meetings e.g. Heads of Departments and Command Board meetings.
To maintain the INM internal HS&EP audit programme and as required coordinate external Safety Audits and Inspections that assure INM.
To ensure across INM that suitable investigation of accidents and dangerous occurrences, as well as complaints, takes place. To produce reports and recommend and implement effective preventative procedures that prevent or minimise the risk of recurrence.
The EM/SA is INM’s delegated Pollution Control Officer (PCO), coordinating the Unit’s Spillage Response, and undertaking spillage exercises to maintain and develop INM’s Spillage Response Plan.
