Ashberry Strategic Land is a specialist land promotion company wholly owned by Bellway Homes Limited. The portfolio consists of 45 sites totalling around 5,000 plots primarily within Bellway Strategic Land’s Central Region which controls or owns a portfolio of land that can deliver over 15,000 plots across almost 60 sites

Due to the ongoing success of Ashberry Strategic Land and our wider Bellway Strategic Land function there is an exciting opportunity to join our Strategic Land Team. We are looking to recruit a Senior Strategic Planning Manager primarily to work on projects within the Ashberry Strategic Land portfolio but with some overlap with the wider Central Strategic Land Team based in our dedicated strategic land hub in Coventry.

The Role

The Senior Strategic Planning Manager will report to the Project Director (Strategic Land) who oversees the management of the Ashberry Strategic Land Portfolio and will be responsible for advising on all aspects of planning policy and development management in the strategic land process. The focus will be promoting our existing extensive portfolio of sites through to delivering allocations and planning permissions to the business whilst working as part of the team on identifying and acquiring new strategic land interests.

Principle accountabilities of the Senior Strategic Planning Manager role include:

Provide day to day planning advice to strategic land team primarily on residential schemes but also mixed-use developments.

Promote sites through the Local Plan system and keep landowners/agents as well as the Strategic Land management team advised of progress.

Formulate and subsequently deliver planning strategies in order to obtain a planning consent in a timely manner within an appropriate deadline in accordance with our commercial aspirations and contractual obligations.

Negotiate with landowners, Local Authority officers and the community regarding residential development proposals. Also ensuring that they are commercially viable and capable of achieving a planning consent within a reasonable timescale.

Negotiate S106 agreements with the Strategic Land Team as appropriate in accordance with our contractual obligations.

Establish and lead teams to prepare and submit planning applications with accompanying scoping and screening opinions and the appropriate level of information to ensure the application is registered and processed by the Local Authority and compliant so that they are not capable of legal challenge.

Attend Parish Council Meetings, Planning Committee Meetings and other stakeholder events and speak/present on behalf of the company as necessary.

Establish and lead teams to prepare, submit and process appeals, including the ability to prepare instructions to counsel, proofs of evidence and represent the company at any hearing/ inquiry as necessary.

Manage expenditure and prepare budget costs for planning application/appeals including the appointment of Consultant teams and ensuring expenditure is within the agreed budget.

Conduct planning appraisals and searches for sites to assess their suitability for Bellway Strategic Land.

Experience

Experience of working as a Senior Strategic Planner or Planning Manager.

Detailed understanding of planning law, planning applications and other relevant policy and regulations.

Skilled in managing complex projects and delivering results within agreed timescales.

Experience of addressing the general public as well as Council Officers and Committee Members in a public forum.

Qualifications and Training

Planning or Surveying Degree or above or equivalent

RICS or RTPI

Skills and Aptitude

Effective communication and listening skills

Excellent attention to detail

Strong problem solving and decision making abilities

Works collaboratively with a diverse range of people

Good administration skills

Works effectively to deadlines and competently works on multiple tasks simultaneously

Proficient IT skills.
